Još jedna izgubljena presuda ili još jedan, kako ga je nazvao, "kostur iz ormara", objavio je gradonačelnik Mato Franković (HDZ), požalivši se na neželjeni trošak kojeg će aktualna dubrovačka vlast morati isplatiti nakon okončanja spora o radovima na izradi i montaži zaštitne ograde u Ulici Petra Krešimira IV., dogovorenih i obavljenih u mandatu potestata Andra Vlahušića, nekadašnjeg HNS-ovca, a današnjeg nezavisnog vijećnika.

- Uz otežano financiranje uzrokovano korona krizom istovremeno nam svako malo dolaze na naplatu presude, odnosno "kosturi iz ormara" bivše gradske uprave. I lako nas je prozivati kako smo digli kredite za financiranje ključnih gradskih projekta poput stanova za mlade, ceste prema Pobrežju, škole "Montovjerna" i druge oku vidljive projekte, a istovremeno ignorirati cijeli niz presuda koje stalno moramo plaćati zbog tuđe nepromišljenosti.

Ovaj put moramo platiti više od 400 tisuća kuna za ogradu koja je postavljena, a nikad "navodno" nije bila naručena. Međutim, moj posao je rješavati i ono naslijeđeno i zbog toga se ne žalim. Ali, ono što sigurno znam jest kako mom nasljedniku ili nasljednici neću ostaviti ni jedan jedini rep iza sebe - naveo je Franković.

- Moram priznati da se ne sjećam. Znam da smo to radili. Pitanje je koliko je metara ograde postavljeno.

Ako je naknadno dogovoreni posao obavljen, ograda postavljena i plaćena po istoj cijeni, ne znam što je problem. Da ograda nije postavljena, to bi bio problem.

Ne vidim nikakav kostur iz ormara ako ograda postoji. Svaki novi gradonačelnik ima pravo reći da je prije njega bilo loše. Tako je otkako je svijeta i vijeka – uzvraća Vlahušić koji je grad pod Srđem vodio od 2009. do kraja 2016. godine.

Tvrtka "Konavle metal" tužila je Grad zbog neplaćenog računa u iznosu od 256.968,70 kuna za izradu i montažu dijela ograde u Ulici Petra Krešimira IV., dok im je dio od 275.811,30 plaćen.

Za dio koji je plaćen u spisu postoje ponude i narudžbenice, a za drugi dio koji je predmet pravosudnog postupka postoji samo račun izvođačke tvrtke na koji su se protekom vremena "složile" i kamate, kao i pripadajući sudski troškovi koje je dužan platiti Grad kao gubitnik spora, odnosno svi Dubrovčani posredstvom lokalne blagajne. Ponuda i narudžbenica nisu nikad izdane.

Prema iznesenom u sporu, Grad je navodno od spomenute tvrtke tražio da nakon prvotno izvedenih 380 metara ograde izvede još 120 metara. Gradski oci su se u postupku branili da taj dio nisu naručili, ali komunalna oprema je postavljena i nikad nije zatraženo njezino uklanjanje.

Računica koja će sada ići na štetu svih poreznih i komunalnih obveznika je jednostavna: ako je Grad sada dužan podmiriti 400 tisuća kuna za (ne)naručenih dodatnih 120 metara ograde, ispada da će svaki njezin metar koštati 3333 kune, odnosno u protuvrijednosti više od 440 eura. Kao da je od zlata...

Kako navodi gradonačelnik Franković, vještačenjem je utvrđeno da su radovi za koje su izdani računi zaista i izvršeni te je zaključak suda da je Grad te radove u utuženom računu, po okončanoj situaciji, zaista i naručio, a nije platio, što je potvrđeno nalazom i mišljenjem vještaka.

Vlahušić to komentira izjavom:

- Zašto to nije plaćeno u tim vremenima, je li se rušio proračun, je li bilo kontinuiteta vlasti? Očito nije završen postupak. Treba se sjetiti da smo dvaput imali rušenje proračuna i diskontinuitet vlasti, dva puta Vladinog povjerenika.

Bivši gradonačelnik ne sjeća se kad se radilo na postavljanju ograde i odgovara kako ga nitko posljednjih pet godina nije pitao ni zvao na sud zbog ovog spora. Projekt je radio resorni upravni odjel.

Još jedna izgubljena presuda ili još jedan, kako ga je nazvao, "kostur iz ormara", objavio je gradonačelnik Mato Franković (HDZ), požalivši se na neželjeni trošak kojeg će aktualna dubrovačka vlast morati isplatiti nakon okončanja spora o radovima na izradi i montaži zaštitne ograde u Ulici Petra Krešimira IV., dogovorenih i obavljenih u mandatu potestata Andra Vlahušića, nekadašnjeg HNS-ovca, a današnjeg nezavisnog vijećnika.

- Uz otežano financiranje uzrokovano korona krizom istovremeno nam svako malo dolaze na naplatu presude, odnosno "kosturi iz ormara" bivše gradske uprave. I lako nas je prozivati kako smo digli kredite za financiranje ključnih gradskih projekta poput stanova za mlade, ceste prema Pobrežju, škole "Montovjerna" i druge oku vidljive projekte, a istovremeno ignorirati cijeli niz presuda koje stalno moramo plaćati zbog tuđe nepromišljenosti.

Ovaj put moramo platiti više od 400 tisuća kuna za ogradu koja je postavljena, a nikad "navodno" nije bila naručena. Međutim, moj posao je rješavati i ono naslijeđeno i zbog toga se ne žalim. Ali, ono što sigurno znam jest kako mom nasljedniku ili nasljednici neću ostaviti ni jedan jedini rep iza sebe - naveo je Franković.

- Moram priznati da se ne sjećam. Znam da smo to radili. Pitanje je koliko je metara ograde postavljeno.

Ako je naknadno dogovoreni posao obavljen, ograda postavljena i plaćena po istoj cijeni, ne znam što je problem. Da ograda nije postavljena, to bi bio problem.

Ne vidim nikakav kostur iz ormara ako ograda postoji. Svaki novi gradonačelnik ima pravo reći da je prije njega bilo loše. Tako je otkako je svijeta i vijeka – uzvraća Vlahušić koji je grad pod Srđem vodio od 2009. do kraja 2016. godine.

Tvrtka "Konavle metal" tužila je Grad zbog neplaćenog računa u iznosu od 256.968,70 kuna za izradu i montažu dijela ograde u Ulici Petra Krešimira IV., dok im je dio od 275.811,30 plaćen.

Za dio koji je plaćen u spisu postoje ponude i narudžbenice, a za drugi dio koji je predmet pravosudnog postupka postoji samo račun izvođačke tvrtke na koji su se protekom vremena "složile" i kamate, kao i pripadajući sudski troškovi koje je dužan platiti Grad kao gubitnik spora, odnosno svi Dubrovčani posredstvom lokalne blagajne. Ponuda i narudžbenica nisu nikad izdane.

Prema iznesenom u sporu, Grad je navodno od spomenute tvrtke tražio da nakon prvotno izvedenih 380 metara ograde izvede još 120 metara. Gradski oci su se u postupku branili da taj dio nisu naručili, ali komunalna oprema je postavljena i nikad nije zatraženo njezino uklanjanje.

Računica koja će sada ići na štetu svih poreznih i komunalnih obveznika je jednostavna: ako je Grad sada dužan podmiriti 400 tisuća kuna za (ne)naručenih dodatnih 120 metara ograde, ispada da će svaki njezin metar koštati 3333 kune, odnosno u protuvrijednosti više od 440 eura. Kao da je od zlata...

Kako navodi gradonačelnik Franković, vještačenjem je utvrđeno da su radovi za koje su izdani računi zaista i izvršeni te je zaključak suda da je Grad te radove u utuženom računu, po okončanoj situaciji, zaista i naručio, a nije platio, što je potvrđeno nalazom i mišljenjem vještaka.

Vlahušić to komentira izjavom:

- Zašto to nije plaćeno u tim vremenima, je li se rušio proračun, je li bilo kontinuiteta vlasti? Očito nije završen postupak. Treba se sjetiti da smo dvaput imali rušenje proračuna i diskontinuitet vlasti, dva puta Vladinog povjerenika.

Bivši gradonačelnik ne sjeća se kad se radilo na postavljanju ograde i odgovara kako ga nitko posljednjih pet godina nije pitao ni zvao na sud zbog ovog spora. Projekt je radio resorni upravni odjel.
