Povjerenstvo za odlučivanje o sukobu interesa dobilo je novu prijavu protiv bivšeg šefa "krima" zadarske poliicje i HDZ-ova načelnika Općine Privlaka Gašpara Begonje u kojoj ga se optužuje za malverzacije s općinskim zemljištem.

U prijavi se navodi kako se na području Privlake provodi oduzimanje parcela u privatnom vlasništvu, koje se proglašavaju vlasništvom Općine, te se potom prodaje putem agencije u vlasništvu Nikice Begonje, predsjednika Općinskog vijeća, za kojeg se ujedno ističe da se bavi izgradnjom zgrada u Zadru i okolici, te da je ukrao zemljište u vlasništvu šumarije.

Osim dvojice lokalnih čelnika u neanonimnoj prijavi proziva se i samo Povjerenstvo, te se navodi kako je omogućilo Begonji prodaju zemljišta u vlasništvu njegova punca. Odlukom Povjerenstva, navodi se u prijavi, provedena je prenamjena zemljišta u vlasništvu Begonje i članova njegove obitelji iz poljoprivrednog u građevinsko.

Načelnik Begonja je zatim prodao nepripadajuće zemljište i izgradio staru punčevu kuću, koju je renovirao u rustikalnu građevinu za turizam.

- Podnositelj prijave nije konkretizirao podatke o zemljištu te osobama koje se s obveznikom dovode u vezu. Nije ni precizirao tko bi bile druge osobe koje su vlasnici takvog zemljišta, odnosno nije naveo podatke o zemljištu za koje se ističe da bi bilo nezakonito prodano od strane obveznika, te na koje bi se Općina nezakonito upisala kao vlasnik – navodi se u odluci Povjerenstva koje je u ovom slučaju odlučilo kako postupak za odlučivanje o sukobu interesa protiv Begonje neće pokrenuti, jer nije moglo provjeriti vjerodostojnost i osnovanost navoda prijave, što nije pronašlo ni u ranije dvije prijave.

Načelnik privlačke Općine prijavu je nazvao "promašenom".

- Što se tiče Nikice Begonje, to je promašena priča. On nema veze s tim, niti smo u rodu. Istina je da ima agenciju za promet nekretnina "Nina dom", ali niti je općinsko zemljište išlo preko njega, niti je on s time imao bilo kakvih doticaja, osim što je predsjednik Općinskog vijeća. Cijeli je postupak bio transparentan – kazao je načelnik, navodeći kako je cijela priča krenula od zemljišta koje je Općina Privlaka legitimno kupila od oca njegove supruge.

- To je površina nekih dvjestotinjak četvornih metara, otočić kojeg smo planirali urediti. Pola tog otočića je bilo općinsko, a pola u vlasništvu mog punca. Prije bilo kakvog postupka, zatražio sam mišljenje Povjerenstva za sukob interesa oko kupnje tog zemljišta.

Dobio sam odgovor da nema zapreke da mi to kupimo, samo da potpisnik tog ugovora ne smijem biti ja nego netko drugi. Napravili smo idejno rješenje oko uređenja tog "zelenog otočića".

Nije bilo prenamjena tog zemljišta iz poljoprivrednog u građevno da bi se podigla vrijednost. To je izmišljotina. Oduvijek je status tog zemljišta takav kakav je. Nema tamo nikakvog objekta za turizam - rekao je načelnik Begonja i odgovorio kako ne zna tko ga je prijavio.

Ranije donošenje odluke o kupnji nekretnine za koju je izrađen procjembeni elaborat o tržišnoj vrijednosti od strane sudskog vještaka za graditeljstvo bilo je potrebno radi uređenja tog "zelenog otočića", budući da je na tom predjelu Općine, neposredno uz glavnu prometnicu, velika koncentracija prometa.

Tu se nalazi i skretanje za zaselke Mletak i Sebačevo u kojima posebice u ljetnim mjesecima uz lokalno stanovništvo boravi i veliki broj turista. Preostali dio zemljišta na kojem bi se uredio "zeleni otočić" u isključivom je vlasništvu Općine, pa kupnjom nekretnine, koja je u vlasništvu njegovog punca Općina može objediniti i urediti taj prostor.

Povjerenstvo je prošle godine u odnosu na okolnost prodaje zemljišta u vlasništvu Begonjina punca Općini Privlaka, navelo kako otkupom tog zemljišta punac prestaje biti vlasnik, slijedom čega se tim pravnim poslom ne može postići da bi on na kraju bio upisan kao fiktivni vlasnik u svrhu prikrivanja stvarnog Begonjina vlasništva.

Povjerenstvo za odlučivanje o sukobu interesa dobilo je novu prijavu protiv bivšeg šefa "krima" zadarske poliicje i HDZ-ova načelnika Općine Privlaka Gašpara Begonje u kojoj ga se optužuje za malverzacije s općinskim zemljištem.

U prijavi se navodi kako se na području Privlake provodi oduzimanje parcela u privatnom vlasništvu, koje se proglašavaju vlasništvom Općine, te se potom prodaje putem agencije u vlasništvu Nikice Begonje, predsjednika Općinskog vijeća, za kojeg se ujedno ističe da se bavi izgradnjom zgrada u Zadru i okolici, te da je ukrao zemljište u vlasništvu šumarije.

Osim dvojice lokalnih čelnika u neanonimnoj prijavi proziva se i samo Povjerenstvo, te se navodi kako je omogućilo Begonji prodaju zemljišta u vlasništvu njegova punca. Odlukom Povjerenstva, navodi se u prijavi, provedena je prenamjena zemljišta u vlasništvu Begonje i članova njegove obitelji iz poljoprivrednog u građevinsko.

Načelnik Begonja je zatim prodao nepripadajuće zemljište i izgradio staru punčevu kuću, koju je renovirao u rustikalnu građevinu za turizam.

- Podnositelj prijave nije konkretizirao podatke o zemljištu te osobama koje se s obveznikom dovode u vezu. Nije ni precizirao tko bi bile druge osobe koje su vlasnici takvog zemljišta, odnosno nije naveo podatke o zemljištu za koje se ističe da bi bilo nezakonito prodano od strane obveznika, te na koje bi se Općina nezakonito upisala kao vlasnik – navodi se u odluci Povjerenstva koje je u ovom slučaju odlučilo kako postupak za odlučivanje o sukobu interesa protiv Begonje neće pokrenuti, jer nije moglo provjeriti vjerodostojnost i osnovanost navoda prijave, što nije pronašlo ni u ranije dvije prijave.

Načelnik privlačke Općine prijavu je nazvao "promašenom".

- Što se tiče Nikice Begonje, to je promašena priča. On nema veze s tim, niti smo u rodu. Istina je da ima agenciju za promet nekretnina "Nina dom", ali niti je općinsko zemljište išlo preko njega, niti je on s time imao bilo kakvih doticaja, osim što je predsjednik Općinskog vijeća. Cijeli je postupak bio transparentan – kazao je načelnik, navodeći kako je cijela priča krenula od zemljišta koje je Općina Privlaka legitimno kupila od oca njegove supruge.

- To je površina nekih dvjestotinjak četvornih metara, otočić kojeg smo planirali urediti. Pola tog otočića je bilo općinsko, a pola u vlasništvu mog punca. Prije bilo kakvog postupka, zatražio sam mišljenje Povjerenstva za sukob interesa oko kupnje tog zemljišta.

Dobio sam odgovor da nema zapreke da mi to kupimo, samo da potpisnik tog ugovora ne smijem biti ja nego netko drugi. Napravili smo idejno rješenje oko uređenja tog "zelenog otočića".

Nije bilo prenamjena tog zemljišta iz poljoprivrednog u građevno da bi se podigla vrijednost. To je izmišljotina. Oduvijek je status tog zemljišta takav kakav je. Nema tamo nikakvog objekta za turizam - rekao je načelnik Begonja i odgovorio kako ne zna tko ga je prijavio.

Ranije donošenje odluke o kupnji nekretnine za koju je izrađen procjembeni elaborat o tržišnoj vrijednosti od strane sudskog vještaka za graditeljstvo bilo je potrebno radi uređenja tog "zelenog otočića", budući da je na tom predjelu Općine, neposredno uz glavnu prometnicu, velika koncentracija prometa.

Tu se nalazi i skretanje za zaselke Mletak i Sebačevo u kojima posebice u ljetnim mjesecima uz lokalno stanovništvo boravi i veliki broj turista. Preostali dio zemljišta na kojem bi se uredio "zeleni otočić" u isključivom je vlasništvu Općine, pa kupnjom nekretnine, koja je u vlasništvu njegovog punca Općina može objediniti i urediti taj prostor.

Povjerenstvo je prošle godine u odnosu na okolnost prodaje zemljišta u vlasništvu Begonjina punca Općini Privlaka, navelo kako otkupom tog zemljišta punac prestaje biti vlasnik, slijedom čega se tim pravnim poslom ne može postići da bi on na kraju bio upisan kao fiktivni vlasnik u svrhu prikrivanja stvarnog Begonjina vlasništva.

Povjerenstvo za odlučivanje o sukobu interesa dobilo je novu prijavu protiv bivšeg šefa "krima" zadarske poliicje i HDZ-ova načelnika Općine Privlaka Gašpara Begonje u kojoj ga se optužuje za malverzacije s općinskim zemljištem.
