Tvrtke "Vodovod i odvodnja Cetinske krajine" i "Čistoća Cetinske krajine" od ovoga tjedna nemaju direktora niti vršitelja te dužnosti jer se suvlasnici komunalnih podruzeća nisu uspjeli dogovoriti o "podjeli plijena".

Riječ je o gradovima Sinju (47 posto udjela) i Trilju (26 posto), te općinama Dicmo (5 posto), Hrvace (10 posto) i Otok (12 posto).

Omjeri su određeni još prije 28 godina, kada je od tadašnje Općine Sinj nastalo šest novih lokalnih jedinica koje su međusobno podijelile naslijeđenu imovinu, u ovom slučaju dotad jedinstveno poduzeće "Vještić Gora", a Vrlika se isključila jer je i ranije imala vlastite komunalce.

Dok je HDZ čvrsto držao vlast u svih pet spomenutih sredina, oko izbora čelne osobe "Vještić Gore" nije bilo nikakvih (javnih) problema.

Međutim, kada su neke druge političke opcije preuzele Sinj, Dicmo, a zatim i Otok, fotelja direktora "Vještić Gore", tvrtke koja je promijenila ime u "Vodovod i čistoća", HDZ-u više nije bila zajamčena, pri čemu se poduzeće podijelilo na dvije uvodno navedene tvrtke.

Budući da se HDZ i Nezavisna lista dr. Stipislava Jadrijevića nisu uspjeli dogovoriti o izboru direktora "Vodovoda i odvodnje Cetinske krajine", u srpnju 2014. intervenirao je Trgovački sud u Splitu i na dužnost privremenog upravitelja imenovao Matu Jukića (HDZ), nekadašnjeg sinjskog gradonačelnika.

Prije četiri godine ponovno je bilo aktualno pitanje oba čelna čovjeka. Iza leđa svojih stranačkih kolega u Sinju, Dicmu, Hrvacama i Otoku tadašnji HDZ-ov triljski gradonačelnik Ivan Šipić postigao je dogovor s dr. Jadrijevićem i njegovom listom, pa je dužnost direktora "Vodovoda i odvodnje" pripala je opciji dr. Jadrijevića s tim da je tehnički direktor bio tadašnji Šipićev volonterski zamjenik.

Triljanima je pripalo i mjesto direktora "Čistoće". Oboje direktora stupilo je na dužnost i krajem studenoga 2017. potpisalo četverogodišnje ugovore.

Iako je to bilo poznato svim suvlasnicima, do isteka mandata sada već bivših čelnih ljudi tih komunalnih tvrtki novi direktori nisu izabrani niti su potvrđeni mandati dosadašnjima.

U "Vodovodu i odvodnji" uspjeli su se dogovoriti o objavljivanju javnog natječaja na koji se javilo šest-sedam kandidata, a šuška se da bi postupak mogao biti poništen. U "Čistoći" suvlasnici nisu napravili ni to, nisu raspisali natječaj.

Ključ oko izbora čelnih osoba u obje tvrtke je u rukama Mira Bulja (Most) i Ivana Bugarina (HDZ), gradonačelnika Sinja i Trilja, a pita se i Dinka Bošnjaka (HDZ), hrvatačkog načelnika. Naime, za izbor direktora u skupštinama komunalnih poduzeća potrebno je osigurati dvotrećinsku većinu vlasničkih udjela.

Bez ruke Sinjana nema imenovanja novih ili starih vodećih osoba. Bulj je javno govorio da Sinju pripadaju oba direktorska mjesta. Čelnici Trilja i Hrvaca su mu odgovorili neka ih onda izabere.

Sa strane su sve skupa nemoćno promatrali nezavisni načelnici Dicma i Otoka. Na kraju se sve, ipak, svelo na teške pregovore sinjske vlasti s HDZ-ovim predstavnicima jer se direktori mogu izabrati jedino njihovom voljom i odlukom.

Odluku treba donijeti čim prije jer su pred trenutno obezglavljenim tvrtkama toliko složeni poslovi da "boli glava". Kada je riječ o "Vodovodu i odvodnji" tu je već aktivna izgradnja vodoopskrbe i odvodnje na području Trilja, te isti projekti na terenima Sinja, Otoka i Dicma koji su uglavnom pripremljeni i potpisani su ugovori s izvođačima radova. Riječ je o zahvatima vrijednim gotovo milijardu kuna.

S druge strane, godinu na isteku, jednako kao i dobar dio prošle, cetinski političari potrošili su na izborne kampanje, a pritom su zapostavili brojne druge neodgodive obveze, uključujući i onu o odvajanju komunalnog otpada. Očekivali su da će njihov posao obaviti "Čistoća" što u toj tvrtki nisu objektivno mogli niti su bili ovlašteni za donošenje pojedinih odluka.

Takav odnos lokalnih vlastodržaca rezultirao je penalima na ime trošenja europskog novca u zajedničkom iznosu većem od 1,5 milijuna kuna za tekuću godinu.

Kada su vidjeli da je vrag odnio šalu cetinski političari su, neargumentirano napadajući "Čistoću" što se na kućnom pragu odvaja tek dva posto komunalnog otpada, samo da bi sa sebe otklonili (ne)odgovornost, ipak shvatili da je obveza odvajanja otpada primarno njihova zadaća s tim da će im komunalna tvrtka u provedbi biti tehnička potpora.

Zbog svega je za očekivati da će još tijekom prosinca obje komunalne tvrtke dobiti direktore i da se neće ponoviti 2014. godina kada ih je na izbor privremenih čelnika prisilio - sud.

Tvrtke "Vodovod i odvodnja Cetinske krajine" i "Čistoća Cetinske krajine" od ovoga tjedna nemaju direktora niti vršitelja te dužnosti jer se suvlasnici komunalnih podruzeća nisu uspjeli dogovoriti o "podjeli plijena".

Riječ je o gradovima Sinju (47 posto udjela) i Trilju (26 posto), te općinama Dicmo (5 posto), Hrvace (10 posto) i Otok (12 posto).

Omjeri su određeni još prije 28 godina, kada je od tadašnje Općine Sinj nastalo šest novih lokalnih jedinica koje su međusobno podijelile naslijeđenu imovinu, u ovom slučaju dotad jedinstveno poduzeće "Vještić Gora", a Vrlika se isključila jer je i ranije imala vlastite komunalce.

Dok je HDZ čvrsto držao vlast u svih pet spomenutih sredina, oko izbora čelne osobe "Vještić Gore" nije bilo nikakvih (javnih) problema.

Međutim, kada su neke druge političke opcije preuzele Sinj, Dicmo, a zatim i Otok, fotelja direktora "Vještić Gore", tvrtke koja je promijenila ime u "Vodovod i čistoća", HDZ-u više nije bila zajamčena, pri čemu se poduzeće podijelilo na dvije uvodno navedene tvrtke.

Budući da se HDZ i Nezavisna lista dr. Stipislava Jadrijevića nisu uspjeli dogovoriti o izboru direktora "Vodovoda i odvodnje Cetinske krajine", u srpnju 2014. intervenirao je Trgovački sud u Splitu i na dužnost privremenog upravitelja imenovao Matu Jukića (HDZ), nekadašnjeg sinjskog gradonačelnika.

Prije četiri godine ponovno je bilo aktualno pitanje oba čelna čovjeka. Iza leđa svojih stranačkih kolega u Sinju, Dicmu, Hrvacama i Otoku tadašnji HDZ-ov triljski gradonačelnik Ivan Šipić postigao je dogovor s dr. Jadrijevićem i njegovom listom, pa je dužnost direktora "Vodovoda i odvodnje" pripala je opciji dr. Jadrijevića s tim da je tehnički direktor bio tadašnji Šipićev volonterski zamjenik.

Triljanima je pripalo i mjesto direktora "Čistoće". Oboje direktora stupilo je na dužnost i krajem studenoga 2017. potpisalo četverogodišnje ugovore.

Iako je to bilo poznato svim suvlasnicima, do isteka mandata sada već bivših čelnih ljudi tih komunalnih tvrtki novi direktori nisu izabrani niti su potvrđeni mandati dosadašnjima.

U "Vodovodu i odvodnji" uspjeli su se dogovoriti o objavljivanju javnog natječaja na koji se javilo šest-sedam kandidata, a šuška se da bi postupak mogao biti poništen. U "Čistoći" suvlasnici nisu napravili ni to, nisu raspisali natječaj.

Ključ oko izbora čelnih osoba u obje tvrtke je u rukama Mira Bulja (Most) i Ivana Bugarina (HDZ), gradonačelnika Sinja i Trilja, a pita se i Dinka Bošnjaka (HDZ), hrvatačkog načelnika. Naime, za izbor direktora u skupštinama komunalnih poduzeća potrebno je osigurati dvotrećinsku većinu vlasničkih udjela.

Bez ruke Sinjana nema imenovanja novih ili starih vodećih osoba. Bulj je javno govorio da Sinju pripadaju oba direktorska mjesta. Čelnici Trilja i Hrvaca su mu odgovorili neka ih onda izabere.

Sa strane su sve skupa nemoćno promatrali nezavisni načelnici Dicma i Otoka. Na kraju se sve, ipak, svelo na teške pregovore sinjske vlasti s HDZ-ovim predstavnicima jer se direktori mogu izabrati jedino njihovom voljom i odlukom.

Odluku treba donijeti čim prije jer su pred trenutno obezglavljenim tvrtkama toliko složeni poslovi da "boli glava". Kada je riječ o "Vodovodu i odvodnji" tu je već aktivna izgradnja vodoopskrbe i odvodnje na području Trilja, te isti projekti na terenima Sinja, Otoka i Dicma koji su uglavnom pripremljeni i potpisani su ugovori s izvođačima radova. Riječ je o zahvatima vrijednim gotovo milijardu kuna.

S druge strane, godinu na isteku, jednako kao i dobar dio prošle, cetinski političari potrošili su na izborne kampanje, a pritom su zapostavili brojne druge neodgodive obveze, uključujući i onu o odvajanju komunalnog otpada. Očekivali su da će njihov posao obaviti "Čistoća" što u toj tvrtki nisu objektivno mogli niti su bili ovlašteni za donošenje pojedinih odluka.

Takav odnos lokalnih vlastodržaca rezultirao je penalima na ime trošenja europskog novca u zajedničkom iznosu većem od 1,5 milijuna kuna za tekuću godinu.

Kada su vidjeli da je vrag odnio šalu cetinski političari su, neargumentirano napadajući "Čistoću" što se na kućnom pragu odvaja tek dva posto komunalnog otpada, samo da bi sa sebe otklonili (ne)odgovornost, ipak shvatili da je obveza odvajanja otpada primarno njihova zadaća s tim da će im komunalna tvrtka u provedbi biti tehnička potpora.

Zbog svega je za očekivati da će još tijekom prosinca obje komunalne tvrtke dobiti direktore i da se neće ponoviti 2014. godina kada ih je na izbor privremenih čelnika prisilio - sud.
