Visoki predstavnik EU-a za vanjske poslove i sigurnosnu politiku Josep Borrell smatra da rat između Rusije i Ukrajine "možda neće završiti nego će se zamrznuti poput rata u Koreji" od prije 70 godina.

“U Koreji su dvije strane postigle primirje i prekid vatre uspostavivši liniju razdvajanja. To bi mogao biti izlaz iz ovog konflikta”, izjavio je Borrell (75), potpredsjednik Europske komisije.

To je rekao u Barceloni gdje je u petak sudjelovao na događaju “Globalne krize, europski odgovori” u organizaciji lokalnog Centra za međunarodne odnose (CIDOB), izvijestile su novine La Vanguardia.

“Ukrajina i Rusija bi se trebale povući sa svojih sadašnjih pozicija da bi se postigao scenarij poput onog u Koreji”, rekao je Borrell. To znači da bi Kijev i Moskva trebali prestati tražiti, braniti ili osvajati teritorij.

Sporazum o primirju u Koreji, još uvijek na snazi, potpisale su 1953. godine Sjeverna Koreja i Sjedinjene Države, u ulozi saveznika Južne Koreje. Sporazumom su okončana vojna djelovanja te je on trebao biti temelj budućem definitivnom mirovnom sporazumu koji do danas nije ostvaren. 

“No prerano je za razmišljati o (mirovnim) pregovorima”, napomenuo je Borrell koji smatra da sada nije trenutak za posjesti dvije strane za stol, kao što nije niti trenutak za ulaganje napora u obnovu zemlje.

“Sada se moramo usredotočiti na izbjegavanje razaranja”, rekao je. Borrell nema namjeru biti predvodnik u mirovnim pregovorima jer, tvrdi, Rusija ne prihvaća Europsku uniju kao posrednika.

“Lavrov (ministar vanjskih poslova Rusije) uvijek radije razgovara direktno s ministrima vanjskih poslova zemalja članica EU-a nego sa mnom”, izjavio je.

Pa ipak, Borrell napominje da blok 27 država mora biti za pregovaračkim stolom jer su “naše sankcije ključni element u bilo kakvim pregovorima i jer je sigurnost u Europi naša sigurnost”.

Rat u Ukrajini traje devet mjeseci što je izazvalo poskupljenje hrane, struje i plina čime su pogođeni milijuni stanovnika Europske unije i zemalja izvan nje.

“Potrebno je pronaći rješenje za probleme koje stvara rat. Ne smijemo se umoriti. Putin smatra da su demokratska društva slaba zbog stalnih debata koje se vode. On očekuje da će javnost zatražiti prestanak rata”, rekao je šef diplomacije EU-a.

Borrell kaže da je njegov zadatak ukazati neutralnim zemljama u svijetu da je “Rusija negativac, a ne sankcije EU-a”.

U skupini neutralnih pod nazivom “Global South” većinom su južne zemlje poput Indije, Pakistana i Kine te nekih afričkih i južnoameričkih država.

“Traže od mene da zaustavimo rat. Znam kako ga zaustaviti: prekidajući dostavu oružja Ukrajini. No kada bi smo zaustavili tu dostavu, kakve bi bile posljedice?”, upitao je.

“Pobijedi li Rusija u ovom ratu, ići će na iduću metu”, zaključio je. Borrell, bivši ministar vanjskih poslova Španjolske, inzistira na dodatnom naoružavanju zemalja EU-a.

“Europa se mora početi naoružavati želi li ostati na visini zadatka”, rekao je taj socijalist, dodavši da se zemlje međusobno moraju dogovoriti koja će nabavljati koje oružje kako se ne bi “preklapale”.

“Doduše ta se dinamika ne može nastaviti beskonačno te je potrebno izgraditi sistem koji bi garantirao sigurnost u Europi”, dodao je.

Ustvrdio je da aktualni posrednik u sukobu, Organizacija za sigurnost i suradnju (OSC)E, ne funkcionira.

Visoki predstavnik EU-a za vanjske poslove i sigurnosnu politiku Josep Borrell smatra da rat između Rusije i Ukrajine "možda neće završiti nego će se zamrznuti poput rata u Koreji" od prije 70 godina.

“U Koreji su dvije strane postigle primirje i prekid vatre uspostavivši liniju razdvajanja. To bi mogao biti izlaz iz ovog konflikta”, izjavio je Borrell (75), potpredsjednik Europske komisije.

To je rekao u Barceloni gdje je u petak sudjelovao na događaju “Globalne krize, europski odgovori” u organizaciji lokalnog Centra za međunarodne odnose (CIDOB), izvijestile su novine La Vanguardia.

“Ukrajina i Rusija bi se trebale povući sa svojih sadašnjih pozicija da bi se postigao scenarij poput onog u Koreji”, rekao je Borrell. To znači da bi Kijev i Moskva trebali prestati tražiti, braniti ili osvajati teritorij.

Sporazum o primirju u Koreji, još uvijek na snazi, potpisale su 1953. godine Sjeverna Koreja i Sjedinjene Države, u ulozi saveznika Južne Koreje. Sporazumom su okončana vojna djelovanja te je on trebao biti temelj budućem definitivnom mirovnom sporazumu koji do danas nije ostvaren. 

“No prerano je za razmišljati o (mirovnim) pregovorima”, napomenuo je Borrell koji smatra da sada nije trenutak za posjesti dvije strane za stol, kao što nije niti trenutak za ulaganje napora u obnovu zemlje.

“Sada se moramo usredotočiti na izbjegavanje razaranja”, rekao je. Borrell nema namjeru biti predvodnik u mirovnim pregovorima jer, tvrdi, Rusija ne prihvaća Europsku uniju kao posrednika.

“Lavrov (ministar vanjskih poslova Rusije) uvijek radije razgovara direktno s ministrima vanjskih poslova zemalja članica EU-a nego sa mnom”, izjavio je.

Pa ipak, Borrell napominje da blok 27 država mora biti za pregovaračkim stolom jer su “naše sankcije ključni element u bilo kakvim pregovorima i jer je sigurnost u Europi naša sigurnost”.

Rat u Ukrajini traje devet mjeseci što je izazvalo poskupljenje hrane, struje i plina čime su pogođeni milijuni stanovnika Europske unije i zemalja izvan nje.

“Potrebno je pronaći rješenje za probleme koje stvara rat. Ne smijemo se umoriti. Putin smatra da su demokratska društva slaba zbog stalnih debata koje se vode. On očekuje da će javnost zatražiti prestanak rata”, rekao je šef diplomacije EU-a.

Borrell kaže da je njegov zadatak ukazati neutralnim zemljama u svijetu da je “Rusija negativac, a ne sankcije EU-a”.

U skupini neutralnih pod nazivom “Global South” većinom su južne zemlje poput Indije, Pakistana i Kine te nekih afričkih i južnoameričkih država.

“Traže od mene da zaustavimo rat. Znam kako ga zaustaviti: prekidajući dostavu oružja Ukrajini. No kada bi smo zaustavili tu dostavu, kakve bi bile posljedice?”, upitao je.

“Pobijedi li Rusija u ovom ratu, ići će na iduću metu”, zaključio je. Borrell, bivši ministar vanjskih poslova Španjolske, inzistira na dodatnom naoružavanju zemalja EU-a.

“Europa se mora početi naoružavati želi li ostati na visini zadatka”, rekao je taj socijalist, dodavši da se zemlje međusobno moraju dogovoriti koja će nabavljati koje oružje kako se ne bi “preklapale”.

“Doduše ta se dinamika ne može nastaviti beskonačno te je potrebno izgraditi sistem koji bi garantirao sigurnost u Europi”, dodao je.

Ustvrdio je da aktualni posrednik u sukobu, Organizacija za sigurnost i suradnju (OSC)E, ne funkcionira.
