Građani koji u svoj stan prime izbjeglice iz Ukrajine na to će platiti porez. Riječ je o tome da najmodavci u Hrvatskoj moraju s Ukrajincima, izbjeglicama koje žele zbrinuti u svom stanu, potpisati ugovor o najmu, a na to se plaća porez čak i ako je ugovor o najmu potpisan na nula kuna, potvrdili su nam iz Porezne uprave, donosi Slobodna Dalmacija.

Prema Zakonu o porezu na dohodak, ako je iznos najma prijavljen ispod tržišne cijene - u što se ubraja i besplatni najam - onda Porezna uprava određuje cijenu najma prema uvriježenim cijenama najma za mjesto u kojem je smještena nekretnina.

Pomoć iz EU

To je zakonski mehanizam za izbjegavanje sporazumnog umanjivanja cijene najma između najmodavca i najmoprimca. Da nije tako, dvije bi se strane mogle dogovoriti da na ugovor o najmu napišu 10 kuna pod vrijednost najamnine, iako je ona zapravo 200 eura, i time bi najmodavac platio manje poreza.

- Takva su zasad pravila i mi to ne možemo mijenjati, ali to će se vjerojatno regulirati drukčije u trenutku kad se odobri najavljeni paket pomoći od Europske unije - odgovor je Porezne uprave.

Prema posljednjim podacima, u Hrvatsku je dosad ušlo 9660 raseljenih osoba iz Ukrajine, od kojih najviše žena i djece. Većina ih je smještena upravo u pojedinačnom smještaju, odnosno u stanovima koje su im hrvatski građani dali na raspolaganje, ukupno 8322 osoba, to jest okvirno nešto više od 2000 obitelji. Pritom ih je 23 u prihvatnom smještaju, a 1255 u kolektivnom.

Naknada za režije

Ilustracije radi, ako Porezna uprava utvrdi da je tržišni najam za svaki od tih stanova koje su građani dali izbjeglicama oko 1000 kuna mjesečno, najmodavac bi na to morao plaćati 70 kuna poreza i još 12 kuna gradskog prireza, ukupno 82 kune, a Porezna bi, dakle, za sve stanove dobivala ukupno 160.000 kuna mjesečno ili gotovo dva milijuna kuna u godini. Ako bi se broj izbjeglica u privatnim stanovima povećavao, to bi moglo ići i do pet milijuna kuna (na maksimalni broj primljenih izbjeglica - 20.000). Prema odluci Vlade, svaka privatna osoba koja pruži dom izbjeglicama od države dobivala do 3600 kuna na mjesec.

Prema mišljenju Porezne, to nije iskorištavanje tuđe nesreće i naplaćivanje poreza u izvanrednim okolnosti. - Taj se naplaćeni porez i tako, na koncu, koristi za ukrajinske izbjeglice jer će ukrajinska djeca ići u hrvatske škole, imati plaćen mliječni doplatak, a obitelji će imati zdravstveno osiguranje i ostvarivati sva druga socijalna prava kao i građani Hrvatske - odgovor je Porezne.

Dodaju da je zasad, koliko je njima poznato, riječ je o vrlo malom broju najmodavaca koji su ovo iskazali kao problem. Država će vlasnicima stambenih jedinica, koji su ustupili svoje nekretnine na korištenje izbjeglicama, jednom mjesečno podmirivati troškove temeljem sklopljenih ugovora o najmu s MUP-om na rok od šest mjeseci, s mogućnošću produljenja najviše do godinu dana. Građani koji u svoj stan prime izbjeglice iz Ukrajine na to će platiti porez. Riječ je o tome da najmodavci u Hrvatskoj moraju s Ukrajincima, izbjeglicama koje žele zbrinuti u svom stanu, potpisati ugovor o najmu, a na to se plaća porez čak i ako je ugovor o najmu potpisan na nula kuna, potvrdili su nam iz Porezne uprave, donosi Slobodna Dalmacija.

Prema Zakonu o porezu na dohodak, ako je iznos najma prijavljen ispod tržišne cijene - u što se ubraja i besplatni najam - onda Porezna uprava određuje cijenu najma prema uvriježenim cijenama najma za mjesto u kojem je smještena nekretnina.

Pomoć iz EU

To je zakonski mehanizam za izbjegavanje sporazumnog umanjivanja cijene najma između najmodavca i najmoprimca. Da nije tako, dvije bi se strane mogle dogovoriti da na ugovor o najmu napišu 10 kuna pod vrijednost najamnine, iako je ona zapravo 200 eura, i time bi najmodavac platio manje poreza.

- Takva su zasad pravila i mi to ne možemo mijenjati, ali to će se vjerojatno regulirati drukčije u trenutku kad se odobri najavljeni paket pomoći od Europske unije - odgovor je Porezne uprave.

Prema posljednjim podacima, u Hrvatsku je dosad ušlo 9660 raseljenih osoba iz Ukrajine, od kojih najviše žena i djece. Većina ih je smještena upravo u pojedinačnom smještaju, odnosno u stanovima koje su im hrvatski građani dali na raspolaganje, ukupno 8322 osoba, to jest okvirno nešto više od 2000 obitelji. Pritom ih je 23 u prihvatnom smještaju, a 1255 u kolektivnom.

Naknada za režije

Ilustracije radi, ako Porezna uprava utvrdi da je tržišni najam za svaki od tih stanova koje su građani dali izbjeglicama oko 1000 kuna mjesečno, najmodavac bi na to morao plaćati 70 kuna poreza i još 12 kuna gradskog prireza, ukupno 82 kune, a Porezna bi, dakle, za sve stanove dobivala ukupno 160.000 kuna mjesečno ili gotovo dva milijuna kuna u godini. Ako bi se broj izbjeglica u privatnim stanovima povećavao, to bi moglo ići i do pet milijuna kuna (na maksimalni broj primljenih izbjeglica - 20.000). Prema odluci Vlade, svaka privatna osoba koja pruži dom izbjeglicama od države dobivala do 3600 kuna na mjesec.

Prema mišljenju Porezne, to nije iskorištavanje tuđe nesreće i naplaćivanje poreza u izvanrednim okolnosti. - Taj se naplaćeni porez i tako, na koncu, koristi za ukrajinske izbjeglice jer će ukrajinska djeca ići u hrvatske škole, imati plaćen mliječni doplatak, a obitelji će imati zdravstveno osiguranje i ostvarivati sva druga socijalna prava kao i građani Hrvatske - odgovor je Porezne.

Dodaju da je zasad, koliko je njima poznato, riječ je o vrlo malom broju najmodavaca koji su ovo iskazali kao problem. Država će vlasnicima stambenih jedinica, koji su ustupili svoje nekretnine na korištenje izbjeglicama, jednom mjesečno podmirivati troškove temeljem sklopljenih ugovora o najmu s MUP-om na rok od šest mjeseci, s mogućnošću produljenja najviše do godinu dana. Građani koji u svoj stan prime izbjeglice iz Ukrajine na to će platiti porez. Riječ je o tome da najmodavci u Hrvatskoj moraju s Ukrajincima, izbjeglicama koje žele zbrinuti u svom stanu, potpisati ugovor o najmu, a na to se plaća porez čak i ako je ugovor o najmu potpisan na nula kuna, potvrdili su nam iz Porezne uprave, donosi Slobodna Dalmacija.

Prema Zakonu o porezu na dohodak, ako je iznos najma prijavljen ispod tržišne cijene - u što se ubraja i besplatni najam - onda Porezna uprava određuje cijenu najma prema uvriježenim cijenama najma za mjesto u kojem je smještena nekretnina.

Pomoć iz EU

To je zakonski mehanizam za izbjegavanje sporazumnog umanjivanja cijene najma između najmodavca i najmoprimca. Da nije tako, dvije bi se strane mogle dogovoriti da na ugovor o najmu napišu 10 kuna pod vrijednost najamnine, iako je ona zapravo 200 eura, i time bi najmodavac platio manje poreza.

- Takva su zasad pravila i mi to ne možemo mijenjati, ali to će se vjerojatno regulirati drukčije u trenutku kad se odobri najavljeni paket pomoći od Europske unije - odgovor je Porezne uprave.

Prema posljednjim podacima, u Hrvatsku je dosad ušlo 9660 raseljenih osoba iz Ukrajine, od kojih najviše žena i djece. Većina ih je smještena upravo u pojedinačnom smještaju, odnosno u stanovima koje su im hrvatski građani dali na raspolaganje, ukupno 8322 osoba, to jest okvirno nešto više od 2000 obitelji. Pritom ih je 23 u prihvatnom smještaju, a 1255 u kolektivnom.

Naknada za režije

Ilustracije radi, ako Porezna uprava utvrdi da je tržišni najam za svaki od tih stanova koje su građani dali izbjeglicama oko 1000 kuna mjesečno, najmodavac bi na to morao plaćati 70 kuna poreza i još 12 kuna gradskog prireza, ukupno 82 kune, a Porezna bi, dakle, za sve stanove dobivala ukupno 160.000 kuna mjesečno ili gotovo dva milijuna kuna u godini. Ako bi se broj izbjeglica u privatnim stanovima povećavao, to bi moglo ići i do pet milijuna kuna (na maksimalni broj primljenih izbjeglica - 20.000). Prema odluci Vlade, svaka privatna osoba koja pruži dom izbjeglicama od države dobivala do 3600 kuna na mjesec.
