Ovisnici o interkontinentalnoj web kupnji morat će požuriti s narudžbama jer od 1. srpnja sve komercijalne pošiljke koje stižu u Hrvatsku iz zemalja izvan Europske unije podliježu naplati PDV-a bez obzira na vrijednost. Pojednostavljeno, naručitelji će za mjesec dana male pakete naručene, primjerice, iz Kine ili iz Velike Britanije, plaćati i 'nacionalni' porez od 25 posto. Korekcije propisuju odredbe Zakona o porezu na dodanu vrijednost usklađene s direktivama Vijeća EU kojima se ukida i dosadašnja povlastica za pošiljke vrijednosti do 22 eura, dosad oslobođene od plaćanja.

Za manje od mjesec dana...

Što će to značiti za isporuku paketića do krajnjeg korisnika, provjerili smo u središnjici Hrvatskih pošta:

- Točno je, naplata PDV-a za pakete vrijednosti manje od 160 kuna koji dolaze iz trećih zemalja kreće u primjenu 1. srpnja ove godine. U sklopu Posebnog postupka oporezivanja (IOSS), PDV će biti unaprijed obračunat i uključen u iznos koji kupac plaća pošiljatelju. Dakle, korisnik neće trebati predočiti račun. U slučaju da pošiljka nije u tom sustavu, korisnik će uz predočenje računa platiti PDV pri preuzimanju pošiljke – tumače iz Hrvatskih pošta.

Napominju kako su i dosad paketiće s terećenjem kroz carinski dug ili porez za dodanu vrijednost uručivali primatelju na adresi uz naplatu iznosa i izdavanje računa. U slučajevima kada primatelj nije zatečen na adresi, za takve pakete poštar ostavlja obavijest o prispijeću, a korisnik pri preuzimanju u poštanskom uredu plaća iznos terećenja.

U naseljima koja su u sastavu Grada Dubrovnika, Župe dubrovačke i Konavala posluje ukupno 16 poštanskih ureda, od kojih tri na otocima Koločep, Lopud i Šipan.

Sortirnica ostaje u Splitu

Kažu kako u samom Dubrovniku i na širem dubrovačkom području radi 46 poštara zaduženih za opću i brzu paketnu dostavu.

- Paketna i opća dostava na području Dubrovnika i okolice odvijaju se redovito i bez zastoja. Sve pošiljke uručuju se u unutar propisanih rokova. Za područje Dubrovnika, Neretve, Pelješca i Korčule s pripadajućom okolicom u prva četiri mjeseca ove godine zaprimili smo 11 osnovanih prigovora na prekoračenje roka uručenja. Na istom tom području prosječno uručimo oko 360 tisuća pošiljaka svaki mjesec, dakle broj prigovora je neznatan – zaključuju 'poštari'.

- Sortirnica u Splitu glavni je logistički centar za jug Hrvatske, s tim da se pošiljke namijenjene korisnicima s dubrovačkog područja razvrstavaju u Dubrovniku. Organizacija rada sortirnice i raspored logističkih lokacija ne utječu na rokove dostave. Uveli smo i dodatnu razmjenu kojom je omogućeno da se sve pošiljke koje su tokom dana predane u Dubrovniku, Mlinima i Mokošici otpremaju isti dan navečer – zaključuju iz središnjice Hrvatskih pošta.

Nove regule i izuzeci

Uvođenjem novih pravila, pošiljke iz trećih zemalja bit će označene i moći će se pratiti putem sustava za praćenje pošiljaka (https://posiljka.posta.hr), a poštari će ih dostavljati na adrese korisnika bez obzira na dimenzije. Dosad se ruta većine pošiljaka iz trećih zemalja nije mogla pratiti jer se na njih nije plaćala poštarina ili je ona bila simbolična. Izuzetak od regula tek su nekomercijalne pošiljke do 45 eura (u kunskoj protuvrijednosti 330 kuna) koje fizička osoba šalje fizičkoj osobi besplatno (bez plaćanja protuvrijednosti), a oslobođene su od plaćanja carina i PDV-a. Posebna ograničenja pritom važe za alkoholne proizvode, parfeme i toaletne vode, duhan i duhanske proizvode.

Ovisnici o interkontinentalnoj web kupnji morat će požuriti s narudžbama jer od 1. srpnja sve komercijalne pošiljke koje stižu u Hrvatsku iz zemalja izvan Europske unije podliježu naplati PDV-a bez obzira na vrijednost. Pojednostavljeno, naručitelji će za mjesec dana male pakete naručene, primjerice, iz Kine ili iz Velike Britanije, plaćati i 'nacionalni' porez od 25 posto. Korekcije propisuju odredbe Zakona o porezu na dodanu vrijednost usklađene s direktivama Vijeća EU kojima se ukida i dosadašnja povlastica za pošiljke vrijednosti do 22 eura, dosad oslobođene od plaćanja.

Za manje od mjesec dana...

Što će to značiti za isporuku paketića do krajnjeg korisnika, provjerili smo u središnjici Hrvatskih pošta:

- Točno je, naplata PDV-a za pakete vrijednosti manje od 160 kuna koji dolaze iz trećih zemalja kreće u primjenu 1. srpnja ove godine. U sklopu Posebnog postupka oporezivanja (IOSS), PDV će biti unaprijed obračunat i uključen u iznos koji kupac plaća pošiljatelju. Dakle, korisnik neće trebati predočiti račun. U slučaju da pošiljka nije u tom sustavu, korisnik će uz predočenje računa platiti PDV pri preuzimanju pošiljke – tumače iz Hrvatskih pošta.

Napominju kako su i dosad paketiće s terećenjem kroz carinski dug ili porez za dodanu vrijednost uručivali primatelju na adresi uz naplatu iznosa i izdavanje računa. U slučajevima kada primatelj nije zatečen na adresi, za takve pakete poštar ostavlja obavijest o prispijeću, a korisnik pri preuzimanju u poštanskom uredu plaća iznos terećenja.

U naseljima koja su u sastavu Grada Dubrovnika, Župe dubrovačke i Konavala posluje ukupno 16 poštanskih ureda, od kojih tri na otocima Koločep, Lopud i Šipan.

Sortirnica ostaje u Splitu

Kažu kako u samom Dubrovniku i na širem dubrovačkom području radi 46 poštara zaduženih za opću i brzu paketnu dostavu.

- Paketna i opća dostava na području Dubrovnika i okolice odvijaju se redovito i bez zastoja. Sve pošiljke uručuju se u unutar propisanih rokova. Za područje Dubrovnika, Neretve, Pelješca i Korčule s pripadajućom okolicom u prva četiri mjeseca ove godine zaprimili smo 11 osnovanih prigovora na prekoračenje roka uručenja. Na istom tom području prosječno uručimo oko 360 tisuća pošiljaka svaki mjesec, dakle broj prigovora je neznatan – zaključuju 'poštari'.

Na upit što je s pismima i razglednicama koje katkad još danima putuju između dviju dubrovačkih gradskih četvrti, odgovaraju:

- Sortirnica u Splitu glavni je logistički centar za jug Hrvatske, s tim da se pošiljke namijenjene korisnicima s dubrovačkog područja razvrstavaju u Dubrovniku. Organizacija rada sortirnice i raspored logističkih lokacija ne utječu na rokove dostave. Uveli smo i dodatnu razmjenu kojom je omogućeno da se sve pošiljke koje su tokom dana predane u Dubrovniku, Mlinima i Mokošici otpremaju isti dan navečer – zaključuju iz središnjice Hrvatskih pošta.

Nove regule i izuzeci

Uvođenjem novih pravila, pošiljke iz trećih zemalja bit će označene i moći će se pratiti putem sustava za praćenje pošiljaka (https://posiljka.posta.hr), a poštari će ih dostavljati na adrese korisnika bez obzira na dimenzije. Dosad se ruta većine pošiljaka iz trećih zemalja nije mogla pratiti jer se na njih nije plaćala poštarina ili je ona bila simbolična. Izuzetak od regula tek su nekomercijalne pošiljke do 45 eura (u kunskoj protuvrijednosti 330 kuna) koje fizička osoba šalje fizičkoj osobi besplatno (bez plaćanja protuvrijednosti), a oslobođene su od plaćanja carina i PDV-a. Posebna ograničenja pritom važe za alkoholne proizvode, parfeme i toaletne vode, duhan i duhanske proizvode.
