Gradonačelnik Andro Krstulović Opara svojim je potpisom potvrdio Zaključak o prihvaćanju idejnog urbanističkog rješenja zapadnog dijela pojedinačnog zahvata Trstenik – ​Mertojak P11.

Riječ je o dijelu područja za koje je proveden urbanističko-arhitektonski natječaj prije nekoliko godina, kada je na čelu Splita bio Ivo Baldasar. Budući da se od tada nije ništa gradilo, sve je palo u zaborav.

Natječaj je bio raspisan za dvije neuređene lokacije, koje se nalaze uz raskrižje Poljičke ceste s Velebitskom ulicom, a izazvao je kontroverze i kritike zbog prilično visokih zgrada koje su arhitekti nacrtali, posebno na istočnom dijelu zone.

Na zapadnom dijelu planirani su jedan visoki toranj, koji bi bio hotel, i dugački trgovački centar, preuredila bi se bivša "Uzorova" upravna zgrada i izgradio bi se još jedan objekt kao višeetažna garaža s poslovnim sadržajima i sportskim terenima na krovu.

U spomenutom zaključku, u točki trećoj, navodi se: Za realizaciju cjelokupnog zapadnog dijela pojedinačnog zahvata P11 potrebno je izmijeniti Generalni urbanistički plan Splita. Također, tim se dokumentom omogućuje gradnja po fazama na tom području.

Urbanističko rješenje koje je prihvatio aktualni gradonačelnik bit će temelj za izradu pojedinačnih projekata za svaku građevinsku parcelu, na osnovi kojih će se ishoditi dozvole za gradnju, i to s napomenom "pojedinačni idejni/glavni projekti moraju biti prihvaćeni od strane gradonačelnika".

Zašto je poteštat Krstulović Opara prihvatio idejno urbanističko rješenje iako priznaje da nije posve sukladno s GUP-om, umjesto da se autoru vrati projekt da ga izmijeni i uskladi s krovnim urbanističkim dokumentom?

Je li se na taj način investitoru sugerira da će se GUP izmijeniti prema njegovim željama do vremena kada dio idejnog rješenja koji nije u skladu sa sadašnjim GUP-om dođe na red za gradnju? Sva ta pitanja postavili smo gradonačelniku još u ponedjeljak, 14. rujna, a njegove odgovore još čekamo.

Pala zadnja prepreka
 

Vedran Linke, autor prvonagrađenog rješenja iz "Studija Parallel" koji je podnio zahtjev Gradu, tvrdi kako se ne radi o krupnijim usklađenjima.

– Riječ je o tome da bi trebalo staviti izvan snage jedan detaljni plan uređenja koji godinama nitko nije stavio izvan snage, ali mislim da je to zadnja prepreka i da iz Grada žele biti sigurni, pa su rekli da sve treba biti usklađeno s GUP-om – smatra Linke.
No, krupna izmjena jest što je otpao visoki toranj koji je mnoge smetao svojim dimenzijama, osobito jer je planiran uz arhitektonski i urbanistički vrijedan sklop Splita 3.

– Na zahtjev Grada, u idejnom rješenju koje je gradonačelnik potpisao tornja više nema. Sada vam je to zgrada veličine svih susjednih zgrada u Papandopulovoj ulici. Nismo išli iznad njihove visine. Toranj je na zahtjev gradske uprave de facto ukinut, sada je to zgrada od 12 katova – objašnjava arhitekt.

Toranj koji su predvidjeli natjecatelji na uglu Poljičke i Velebitske trebao je imati površinu od 24 tisuće četvornih metara, 250 soba i 50 apartmana. Naspram njega bi Radićev niz zgrada u Papandopulovoj djelovao vrlo nisko.

Iako je taj neboder upola smanjen, investitori očito ne odustaju, čim je predano idejno rješenje u Banovinu. No koji ulagač stoji iza projekta koji je potvrdio Krstulović Opara? To pitanje postavili smo arhitektu Mariju Bagiću, čija je tvrtka "Asicon" bila organizator urbanističkog natječaja.

– Morate se obratiti "Kauflandu", ne smijemo davati izjave u njihovo ime – uputio nas je Bagić, za kojeg se tvrdi da je doveo taj njemački trgovački lanac u Split, na postojeću lokaciju na Ravnim njivama.

Kao investitor na ovom području najviše se do sada spominjao upravo "Kaufland". Prema nagrađenom rješenju na zapadnom dijelu pojedinačnog zahvata P11 predviđeni su trgovački centar, hotel, rekonstrukcija bivše "Uzorove" zgrade i višeetažna garaža. Upitali smo trgovački lanac što namjeravaju graditi, za koje sadržaje su zainteresirani?

– "Kaufland" planira širiti mrežu svojih poslovnica u Hrvatskoj, no u ovom trenutku još nemamo konkretne podatke za spomenutu lokaciju – odgovorili su iz njihovih korporativnih komunikacija.

No, iz zemljišnih knjiga se vidi da je "Kaufland" već preuzeo zemljište za koje je gradonačelnik potpisao zaključak. Naime, parcele za koje je proveden natječaj bile su opterećene velikim dugovima koje su godinama "nabijali" prethodni vlasnici, slabo poznate firme koje nikad nisu ništa izgradile na tom području.

"Kaufland" je prošlog ljeta za zapadni dio zone preuzeo založna prava od specijalizirane tvrtke za naplatu dugovanja "B2 kapital", na više od 15 milijuna eura. Ako se smanjio objekt koji je bio planiran za toranj, izgleda da nisu njihove ambicije za gradnjom. No ipak se trebaju čekati izmjene GUP-a da bi se one realizirale.

Gradonačelnik Andro Krstulović Opara svojim je potpisom potvrdio Zaključak o prihvaćanju idejnog urbanističkog rješenja zapadnog dijela pojedinačnog zahvata Trstenik – ​Mertojak P11.

Riječ je o dijelu područja za koje je proveden urbanističko-arhitektonski natječaj prije nekoliko godina, kada je na čelu Splita bio Ivo Baldasar. Budući da se od tada nije ništa gradilo, sve je palo u zaborav.

Natječaj je bio raspisan za dvije neuređene lokacije, koje se nalaze uz raskrižje Poljičke ceste s Velebitskom ulicom, a izazvao je kontroverze i kritike zbog prilično visokih zgrada koje su arhitekti nacrtali, posebno na istočnom dijelu zone.

Na zapadnom dijelu planirani su jedan visoki toranj, koji bi bio hotel, i dugački trgovački centar, preuredila bi se bivša "Uzorova" upravna zgrada i izgradio bi se još jedan objekt kao višeetažna garaža s poslovnim sadržajima i sportskim terenima na krovu.

U spomenutom zaključku, u točki trećoj, navodi se: Za realizaciju cjelokupnog zapadnog dijela pojedinačnog zahvata P11 potrebno je izmijeniti Generalni urbanistički plan Splita. Također, tim se dokumentom omogućuje gradnja po fazama na tom području.

Urbanističko rješenje koje je prihvatio aktualni gradonačelnik bit će temelj za izradu pojedinačnih projekata za svaku građevinsku parcelu, na osnovi kojih će se ishoditi dozvole za gradnju, i to s napomenom "pojedinačni idejni/glavni projekti moraju biti prihvaćeni od strane gradonačelnika".

Zašto je poteštat Krstulović Opara prihvatio idejno urbanističko rješenje iako priznaje da nije posve sukladno s GUP-om, umjesto da se autoru vrati projekt da ga izmijeni i uskladi s krovnim urbanističkim dokumentom?

Je li se na taj način investitoru sugerira da će se GUP izmijeniti prema njegovim željama do vremena kada dio idejnog rješenja koji nije u skladu sa sadašnjim GUP-om dođe na red za gradnju? Sva ta pitanja postavili smo gradonačelniku još u ponedjeljak, 14. rujna, a njegove odgovore još čekamo.

Pala zadnja prepreka
 

Vedran Linke, autor prvonagrađenog rješenja iz "Studija Parallel" koji je podnio zahtjev Gradu, tvrdi kako se ne radi o krupnijim usklađenjima.

– Riječ je o tome da bi trebalo staviti izvan snage jedan detaljni plan uređenja koji godinama nitko nije stavio izvan snage, ali mislim da je to zadnja prepreka i da iz Grada žele biti sigurni, pa su rekli da sve treba biti usklađeno s GUP-om – smatra Linke.
No, krupna izmjena jest što je otpao visoki toranj koji je mnoge smetao svojim dimenzijama, osobito jer je planiran uz arhitektonski i urbanistički vrijedan sklop Splita 3.

– Na zahtjev Grada, u idejnom rješenju koje je gradonačelnik potpisao tornja više nema. Sada vam je to zgrada veličine svih susjednih zgrada u Papandopulovoj ulici. Nismo išli iznad njihove visine. Toranj je na zahtjev gradske uprave de facto ukinut, sada je to zgrada od 12 katova – objašnjava arhitekt.

Toranj koji su predvidjeli natjecatelji na uglu Poljičke i Velebitske trebao je imati površinu od 24 tisuće četvornih metara, 250 soba i 50 apartmana. Naspram njega bi Radićev niz zgrada u Papandopulovoj djelovao vrlo nisko.

Iako je taj neboder upola smanjen, investitori očito ne odustaju, čim je predano idejno rješenje u Banovinu. No koji ulagač stoji iza projekta koji je potvrdio Krstulović Opara? To pitanje postavili smo arhitektu Mariju Bagiću, čija je tvrtka "Asicon" bila organizator urbanističkog natječaja.

– Morate se obratiti "Kauflandu", ne smijemo davati izjave u njihovo ime – uputio nas je Bagić, za kojeg se tvrdi da je doveo taj njemački trgovački lanac u Split, na postojeću lokaciju na Ravnim njivama.

Kao investitor na ovom području najviše se do sada spominjao upravo "Kaufland". Prema nagrađenom rješenju na zapadnom dijelu pojedinačnog zahvata P11 predviđeni su trgovački centar, hotel, rekonstrukcija bivše "Uzorove" zgrade i višeetažna garaža. Upitali smo trgovački lanac što namjeravaju graditi, za koje sadržaje su zainteresirani?

– "Kaufland" planira širiti mrežu svojih poslovnica u Hrvatskoj, no u ovom trenutku još nemamo konkretne podatke za spomenutu lokaciju – odgovorili su iz njihovih korporativnih komunikacija.

No, iz zemljišnih knjiga se vidi da je "Kaufland" već preuzeo zemljište za koje je gradonačelnik potpisao zaključak. Naime, parcele za koje je proveden natječaj bile su opterećene velikim dugovima koje su godinama "nabijali" prethodni vlasnici, slabo poznate firme koje nikad nisu ništa izgradile na tom području.

"Kaufland" je prošlog ljeta za zapadni dio zone preuzeo založna prava od specijalizirane tvrtke za naplatu dugovanja "B2 kapital", na više od 15 milijuna eura. Ako se smanjio objekt koji je bio planiran za toranj, izgleda da nisu njihove ambicije za gradnjom. No ipak se trebaju čekati izmjene GUP-a da bi se one realizirale.
