Cijena plina na europskom tržištu upravo eksplodira, i to pred zimu koja bi mogla biti ledena, ali to kao da nitko ne primjećuje - piše Deutsche Welle. To ignoriranje svakako živcira šefove ruskog Gazproma jer Moskva je računala da će lukavom strategijom uspjeti iznuditi od EU-a ono što odavno želi – brzo i lako puštanje u rad novog plinovoda Sjeverni tok 2 koji povezuje Rusiju i Njemačku.

Naime, puštanje tog plinovoda u rad zahtijevalo bi posebno odobrenje EU-a jer nije u skladu s pravilima energetskog tržišta.

Kako bi isposlovao to odobrenje, Gazprom kao daleko najveći europski opskrbljivač plinom cijelog ljeta demonstrativno nije punio svoja skladišta plina u EU, niti je zakupio dodatne kapaciteta za tranzit plina kroz Poljsku i Ukrajinu.

Umjetna nestašica

Tako, samo par tjedana uoči početka sezone, grijanja u europskim skladištima ima rekordno malo plina, a veleprodajne cijene su doslovno eksplodirale od početka rujna. Da nevolja bude veća, u Europu stiže i manje tekućeg plina jer su tankeri proteklih mjeseci uglavnom išli ka Aziji gdje su cijene bile više.

Europa dakle čeka zimu s opasno malim rezervama. Ako zahladni ranije, ili zima bude oštrija i duža, europski ponuđači plina će vjerojatno morati nabavljati energent po enormno visokim cijenama. Ili će se pak više grijati na ugljen i naftu, što bi značilo rast cijene tih energenata. Nema sumnje da će dio ceha platiti i krajnji potrošači.

U takvoj je situaciji Gazprom početkom mjeseca slavodobitno obznanio da je konačno završen Sjeverni tok 2, poslije godina natezanja i američkih sankcija. Moskva je na razne diskretne načine – posljednji put kroz izjavu jednog glasnogovornika Kremlja – podsjećala EU da bi opskrba Europe ove zime bilo zajamčeno i jeftinije ako bi novi plinovod što prije bio priključen na mrežu.

Ali, sasvim je propala moguća računica Moskve da će zabrinuti europski građani početi gunđati ili čak staviti svoje vlasti pod pritisak, strahujući zbog hladne zime.

Naime, ruski mediji svakodnevno izvještavaju kako EU čeka smrzavanje ili plaćanje ogromnih iznosa, da su se cijene za tisuću kubika plina gotovo udvostručile na blizu tisuću dolara. Ali, o toj temi u europskim medijima ili javnosti nema ni riječi. Prema tome, nema ni uzbuđivanja niti pritiska na vlasti. To posebno važi za Njemačku, najvećeg kupca ruskog plina.

Jedan od razloga što se malo koji novinar bavi ovom temom je činjenica da su ugovori o isporukama plina dugoročni, pa se cijene ne prelijevaju odmah na obične građane. No ako zaista njemački isporučitelji plina budu morali osjetno podići cijene, pa to udari njemačke građane po džepu, onda bi se tema itekako mogla pojaviti na dnevnom redu usred koalicijskih pregovora nakon izbora za Bundestag 26. rujna.

Riskantna igra s mogućim vladinim strankama

To pak i dalje ne znači da će računica Gazproma biti ispravna. Jer, Zelenima će plinska ucjena iz Moskve biti dodatni argument protiv plinovoda koji ionako nisu podržavali. Isto je i s liberalima iz FDP-a. Te dvije stranke će gotovo izvjesno pregovarati o novoj vladi sa socijaldemokratima ili, možda, s demokršćanima.

Izvjesno je i da nove vlasti neće požuriti da preko reda dodjele dozvolu Sjevernom toku 2, premda bi to sigurno smanjilo cijene za potrošače. Umjesto toga, čut će se politički zahtjevi za još brži prelazak na obnovljive izbore energije.

Pitat će se i kako je moguće da najveća skladišta plina u Njemačkoj i Austriji pripadaju ruskom Gazpromu koji je pod kontrolom Kremlja. Možda će se uvesti i pravila koja svim operatorima skladišta propisuju koliko njihovi spremnici moraju biti puni uoči sezone grijanja.

Na kraju, možda u Moskvi trebaju biti sretni što se njihovoj igri s cijenama plina u Njemačkoj još ne pridaje puno pozornosti. Gazpromu najmanje treba da se najveći kupac plina naljuti, i to dok ionako razmišlja o ubrzanju procesa odustajanja od fosilnih goriva od čijeg izvoza živi ruska ekonomija - piše Deutsche Welle.

Cijena plina na europskom tržištu upravo eksplodira, i to pred zimu koja bi mogla biti ledena, ali to kao da nitko ne primjećuje - piše Deutsche Welle. To ignoriranje svakako živcira šefove ruskog Gazproma jer Moskva je računala da će lukavom strategijom uspjeti iznuditi od EU-a ono što odavno želi – brzo i lako puštanje u rad novog plinovoda Sjeverni tok 2 koji povezuje Rusiju i Njemačku.

Naime, puštanje tog plinovoda u rad zahtijevalo bi posebno odobrenje EU-a jer nije u skladu s pravilima energetskog tržišta.

Kako bi isposlovao to odobrenje, Gazprom kao daleko najveći europski opskrbljivač plinom cijelog ljeta demonstrativno nije punio svoja skladišta plina u EU, niti je zakupio dodatne kapaciteta za tranzit plina kroz Poljsku i Ukrajinu.

Umjetna nestašica

Tako, samo par tjedana uoči početka sezone, grijanja u europskim skladištima ima rekordno malo plina, a veleprodajne cijene su doslovno eksplodirale od početka rujna. Da nevolja bude veća, u Europu stiže i manje tekućeg plina jer su tankeri proteklih mjeseci uglavnom išli ka Aziji gdje su cijene bile više.

Europa dakle čeka zimu s opasno malim rezervama. Ako zahladni ranije, ili zima bude oštrija i duža, europski ponuđači plina će vjerojatno morati nabavljati energent po enormno visokim cijenama. Ili će se pak više grijati na ugljen i naftu, što bi značilo rast cijene tih energenata. Nema sumnje da će dio ceha platiti i krajnji potrošači.

U takvoj je situaciji Gazprom početkom mjeseca slavodobitno obznanio da je konačno završen Sjeverni tok 2, poslije godina natezanja i američkih sankcija. Moskva je na razne diskretne načine – posljednji put kroz izjavu jednog glasnogovornika Kremlja – podsjećala EU da bi opskrba Europe ove zime bilo zajamčeno i jeftinije ako bi novi plinovod što prije bio priključen na mrežu.

Ali, sasvim je propala moguća računica Moskve da će zabrinuti europski građani početi gunđati ili čak staviti svoje vlasti pod pritisak, strahujući zbog hladne zime.

Naime, ruski mediji svakodnevno izvještavaju kako EU čeka smrzavanje ili plaćanje ogromnih iznosa, da su se cijene za tisuću kubika plina gotovo udvostručile na blizu tisuću dolara. Ali, o toj temi u europskim medijima ili javnosti nema ni riječi. Prema tome, nema ni uzbuđivanja niti pritiska na vlasti. To posebno važi za Njemačku, najvećeg kupca ruskog plina.

Jedan od razloga što se malo koji novinar bavi ovom temom je činjenica da su ugovori o isporukama plina dugoročni, pa se cijene ne prelijevaju odmah na obične građane. No ako zaista njemački isporučitelji plina budu morali osjetno podići cijene, pa to udari njemačke građane po džepu, onda bi se tema itekako mogla pojaviti na dnevnom redu usred koalicijskih pregovora nakon izbora za Bundestag 26. rujna.

Riskantna igra s mogućim vladinim strankama

To pak i dalje ne znači da će računica Gazproma biti ispravna. Jer, Zelenima će plinska ucjena iz Moskve biti dodatni argument protiv plinovoda koji ionako nisu podržavali. Isto je i s liberalima iz FDP-a. Te dvije stranke će gotovo izvjesno pregovarati o novoj vladi sa socijaldemokratima ili, možda, s demokršćanima.

Izvjesno je i da nove vlasti neće požuriti da preko reda dodjele dozvolu Sjevernom toku 2, premda bi to sigurno smanjilo cijene za potrošače. Umjesto toga, čut će se politički zahtjevi za još brži prelazak na obnovljive izbore energije.

Pitat će se i kako je moguće da najveća skladišta plina u Njemačkoj i Austriji pripadaju ruskom Gazpromu koji je pod kontrolom Kremlja. Možda će se uvesti i pravila koja svim operatorima skladišta propisuju koliko njihovi spremnici moraju biti puni uoči sezone grijanja.

Na kraju, možda u Moskvi trebaju biti sretni što se njihovoj igri s cijenama plina u Njemačkoj još ne pridaje puno pozornosti. Gazpromu najmanje treba da se najveći kupac plina naljuti, i to dok ionako razmišlja o ubrzanju procesa odustajanja od fosilnih goriva od čijeg izvoza živi ruska ekonomija - piše Deutsche Welle.

Europa čeka hladnu zimu s jako malim rezervama plina: najveća skladišta u Njemačkoj i Austriji pripadaju ruskom Gazpromu

Cijena plina na europskom tržištu upravo eksplodira, i to pred zimu koja bi mogla biti ledena, ali to kao da nitko ne primjećuje - piše Deutsche Welle. To ignoriranje svakako živcira šefove ruskog Gazproma jer Moskva je računala da će lukavom strategijom uspjeti iznuditi od EU-a ono što odavno želi – brzo i lako puštanje u rad novog plinovoda Sjeverni tok 2 koji povezuje Rusiju i Njemačku.

Naime, puštanje tog plinovoda u rad zahtijevalo bi posebno odobrenje EU-a jer nije u skladu s pravilima energetskog tržišta.

Kako bi isposlovao to odobrenje, Gazprom kao daleko najveći europski opskrbljivač plinom cijelog ljeta demonstrativno nije punio svoja skladišta plina u EU, niti je zakupio dodatne kapaciteta za tranzit plina kroz Poljsku i Ukrajinu.
