Kada se u srijedu u 19 sati zatvore birališta, članovi biračkih odbora započet će prebrojavanje glasova na izborima za zastupnike u Hrvatski sabor. Pritom moraju pažljivo odvojiti važeće od nevažećih listića.
Važeći listić je, kako napominju u Državnom izbornom povjerenstvu (DIP), onaj koji je popunjen tako da se na njemu sa sigurnošću može utvrditi volja birača i za koju je listu glasovao, prenosi N1.
Jednostavnije rečeno, važeći listić je onaj na kojemu je birač zaokružio jednu listu, bez obzira na preferirane glasove.
Kada je glasački listić nevažeći?
Prema propisima Državnog izbornog povjerenstva, četiri su slučaja u kojima glasački listić biva proglašen nevažećim:
- ako je neispunjen;
- ako je birač glasovao za dvije ili više lista;
- ako je birač glasovao za kandidate s različitih lista (dao im preferencijske glasove), a nije zaokružio jednu od lista;
- ako je listić popunjen na način da se ne može utvrditi volja birača i okolnost za koga je birač glasovao.
Dopisuju imena i prostote, pišu oglase…
Nakon svakih izbora javnost su uveseljavale fotografije nekih nevažećih listića koje su birači namjerno poništavali dopisujući ili crtajući na njih koješta – od psovki i prostota do nadopisivanja imena nepostojećih kandidata ili raznih komentara.
Upamćen je glasački listić iz drugog kruga predsjedničkih izbora 2019. godine na kojemu je netko nadopisao da “prodaje maslinovo ulje” i broj mobitela za zainteresirane kupce.
Kompaktna vojska “poništavača” listića
Nevažeće glasačke listiće birački odbori dužni su odvojiti u posebne omotnice. A sudeći prema broju nevažećih glasova, odnosno listića na proteklih nekoliko parlamentarnih izbora, čini se da postoji vrlo kompaktna vojska “poništavača” glasačkih listića jer im je broj otprilike stalan.
Na prošlim parlamentarnim izborima 2020. godine bilo je 38.713 nevažećih listića ili 2,32 posto od ukupnog broja. Na izvanrednim izborima 2016. bila je slična brojka nevažećih – 37.166 ili 1,91 posto. Na parlamentarnim izborima 2015. godine bilo je 39.367 (1,74 posto) nevažećih listića, a na izborima 2011. godine – 41.173 ili 1,72 posto.

Kada se u srijedu u 19 sati zatvore birališta, članovi biračkih odbora započet će prebrojavanje glasova na izborima za zastupnike u Hrvatski sabor. Pritom moraju pažljivo odvojiti važeće od nevažećih listića.
Važeći listić je, kako napominju u Državnom izbornom povjerenstvu (DIP), onaj koji je popunjen tako da se na njemu sa sigurnošću može utvrditi volja birača i za koju je listu glasovao, prenosi N1.
Jednostavnije rečeno, važeći listić je onaj na kojemu je birač zaokružio jednu listu, bez obzira na preferirane glasove.
Kada je glasački listić nevažeći?
Prema propisima Državnog izbornog povjerenstva, četiri su slučaja u kojima glasački listić biva proglašen nevažećim:
- ako je neispunjen;
- ako je birač glasovao za dvije ili više lista;
- ako je birač glasovao za kandidate s različitih lista (dao im preferencijske glasove), a nije zaokružio jednu od lista;
- ako je listić popunjen na način da se ne može utvrditi volja birača i okolnost za koga je birač glasovao.
Dopisuju imena i prostote, pišu oglase…
Nakon svakih izbora javnost su uveseljavale fotografije nekih nevažećih listića koje su birači namjerno poništavali dopisujući ili crtajući na njih koješta – od psovki i prostota do nadopisivanja imena nepostojećih kandidata ili raznih komentara.
Upamćen je glasački listić iz drugog kruga predsjedničkih izbora 2019. godine na kojemu je netko nadopisao da “prodaje maslinovo ulje” i broj mobitela za zainteresirane kupce.
Kompaktna vojska “poništavača” listića
Nevažeće glasačke listiće birački odbori dužni su odvojiti u posebne omotnice. A sudeći prema broju nevažećih glasova, odnosno listića na proteklih nekoliko parlamentarnih izbora, čini se da postoji vrlo kompaktna vojska “poništavača” glasačkih listića jer im je broj otprilike stalan.
Na prošlim parlamentarnim izborima 2020. godine bilo je 38.713 nevažećih listića ili 2,32 posto od ukupnog broja. Na izvanrednim izborima 2016. bila je slična brojka nevažećih – 37.166 ili 1,91 posto. Na parlamentarnim izborima 2015. godine bilo je 39.367 (1,74 posto) nevažećih listića, a na izborima 2011. godine – 41.173 ili 1,72 posto.
