Protjerivanje prvog tajnika hrvatskog veleposlanstva u Beogradu Hrvoja Šnajdera, kojeg je Ministarstvo vanjskih poslova Srbije proglasilo personom non grata (nepoželjnom osobom) odmah je izazvalo i reakciju s hrvatske strane koja je protjerala savjetnika srpskog veleposlanstva u Zagrebu Petra Novakovića.
O protjerivanju je i jedna i druga država uručila diplomatsku notu tamošnjim veleposlanicima, Hidajetu Biščeviću u Beogradu i Jeleni Milić u Zagrebu.

---U službenom obrazloženju srpske strane se navodi da je Šnajder grubo izišao iz okvira diplomatskih normi i prekršio Bečku konvenciju te da Ministarstvo vanjskih poslova Srbije žali zbog postupanja hrvatskog diplomata u proteklom periodu, koje ne doprinosi unaprjeđenju bilateralnih odnosa Republike Srbije i Republike Hrvatske, dobrosusjedskoj suradnji i sveukupnom podizanju razine mira i stabilnosti u regiji.
U onome što se doznalo iz srpskih medija Šnajderov krimen je što se vrlo intenzivno i na način nedostojan diplomata družio s tamošnjim političarima, novinarima i privatnim poduzetnicima, članovima nevladinih udruga i drugim subjektima.
Zemlja koja protjeruje stranog diplomata po Bečkoj konvenciji nije dužna dati objašnjenje suprotnoj strani zašto to čini te je i ovo priopćenje za neke analitičare međunarodnih odnosa puno više od uobičajenog postupanja.
Istraživački novinar Goran Malić je na svom Facebook profilu objavio sljedeće: Uoči srpskih izbora Vučić protjeruje prvog tajnika hrvatskog veleposlanstva jer je u Srbiji previše ‘kontaktirao s ljudima iz politike, biznisa i medija’.
Što onda Hrvatska da uradi sa srpskom veleposlanicom u Zagrebu?, napisao je Malić te objavio Milićkine fotografije sa bivšom premijerkom Jadrankom Kosor i bivšim predsjednikom Ivom Josipovićem. Bivši saborski zastupnik Tonći Tadić je rekao da “možda treba protjerati ljude koji su se s Milićkom družili? A da Srbija protjera prema nama one koji su se družili s tajnikom našeg veleposlanstva, aludirajući da je srpskih kontakata po Hrvatskoj bilo puno više nego Šnajderovih po Srbiji.
Kako nam je rekao stručnjak za sigurnost doc. dr. sc. Tonći Prodan, većina ovakvih slučajeva rješava se tihom diplomacijom bez prisustva javnosti.

- Diplomati imaju imunitet u stranoj zemlji osim ako počine ubojstvo ili neka teška kaznena djela, ali se i u tim slučajevima ekstradiraju u državu iz koje dolaze i ne sudi im se u zemlji gdje su imali diplomatski imunitet.
Ovaj slučaj s diplomatom Šnajderom dovodim pod hibridne sukobe koje Srbija stalno vodi, nekada intenzivnije, nekada manje intenzivno.
Tako su sjećate 2008. godine, kada su iz Beograda protjerali makedonske i crnogorske diplomate u trenucima, kada je vlasti odgovaralo radi trenutnih konflikta sa zemljama koje su oni predstavljali. Nije isključeno da se prije ovih izbora u Srbiji koji počinju za mjesec dana dogodi još koje protjerivanje.
Evo sada čitam da srpska vlast intenzivno napada britansku tajnu obavještajnu službu MI6 da stoje iza prosvjeda njihovih poljoprivrednika - kaže Prodan.
Dugogodišnji hrvatski veleposlanik Hrvatske u Čileu, kraljevinama Nizozemskoj i Španjolskoj Frane Krnić nam govori da zemlja koja otkazuje stranom diplomatu gostoprimstvo ne mora ni dati objašnjenje za taj svoj postupak drugoj zemlji.
Visoki hrvatski diplomatski izvor koji još uvijek radi u službi smatra da je Hrvatska primjereno odgovorila i da je ovo protjerivanje Šnajdera isključivo priča za srpske domaće potrebe pred predstojeće izbore.

- Srbija je ionako poprilično izolirana i ovi potezi toliko ne štete sadašnjoj vlasti, ali ako misle postati članica Europske unije u doglednoj budućnosti ovakvih poteza se trebaju kaniti. To što su napravili Srbi, sada rade samo Rusi sa stranim diplomatima, čak više ni Kinezi to ne rade.
Naša veleposlanstva nekada jako sporo reagiraju kod uobičajenih situacija kao što je evakuacija hrvatskih građana sa zaraćenih i opasnih prostora (slučaj Izrael) kod uhićenja naših građana (slučaj kapetana Krista Laptala) i mnogih drugih, pa i kriminalaca.
Te prepiske traju danima i nisu se pokazali nešto previše brzi i učinkoviti. A još da špijuniraju, pa to stvarno ne mogu vjerovati.
Da lobiraju možda, da špijuniraju, teško - govore nam mnogi građani koje smo kontaktirali za mišljenje o ovoj situaciji.

---U službenom obrazloženju srpske strane se navodi da je Šnajder grubo izišao iz okvira diplomatskih normi i prekršio Bečku konvenciju te da Ministarstvo vanjskih poslova Srbije žali zbog postupanja hrvatskog diplomata u proteklom periodu, koje ne doprinosi unaprjeđenju bilateralnih odnosa Republike Srbije i Republike Hrvatske, dobrosusjedskoj suradnji i sveukupnom podizanju razine mira i stabilnosti u regiji.
U onome što se doznalo iz srpskih medija Šnajderov krimen je što se vrlo intenzivno i na način nedostojan diplomata družio s tamošnjim političarima, novinarima i privatnim poduzetnicima, članovima nevladinih udruga i drugim subjektima.
Zemlja koja protjeruje stranog diplomata po Bečkoj konvenciji nije dužna dati objašnjenje suprotnoj strani zašto to čini te je i ovo priopćenje za neke analitičare međunarodnih odnosa puno više od uobičajenog postupanja.
Istraživački novinar Goran Malić je na svom Facebook profilu objavio sljedeće: Uoči srpskih izbora Vučić protjeruje prvog tajnika hrvatskog veleposlanstva jer je u Srbiji previše ‘kontaktirao s ljudima iz politike, biznisa i medija’.
Što onda Hrvatska da uradi sa srpskom veleposlanicom u Zagrebu?, napisao je Malić te objavio Milićkine fotografije sa bivšom premijerkom Jadrankom Kosor i bivšim predsjednikom Ivom Josipovićem. Bivši saborski zastupnik Tonći Tadić je rekao da “možda treba protjerati ljude koji su se s Milićkom družili? A da Srbija protjera prema nama one koji su se družili s tajnikom našeg veleposlanstva, aludirajući da je srpskih kontakata po Hrvatskoj bilo puno više nego Šnajderovih po Srbiji.
Kako nam je rekao stručnjak za sigurnost doc. dr. sc. Tonći Prodan, većina ovakvih slučajeva rješava se tihom diplomacijom bez prisustva javnosti.

- Diplomati imaju imunitet u stranoj zemlji osim ako počine ubojstvo ili neka teška kaznena djela, ali se i u tim slučajevima ekstradiraju u državu iz koje dolaze i ne sudi im se u zemlji gdje su imali diplomatski imunitet.
Ovaj slučaj s diplomatom Šnajderom dovodim pod hibridne sukobe koje Srbija stalno vodi, nekada intenzivnije, nekada manje intenzivno.
Tako su sjećate 2008. godine, kada su iz Beograda protjerali makedonske i crnogorske diplomate u trenucima, kada je vlasti odgovaralo radi trenutnih konflikta sa zemljama koje su oni predstavljali. Nije isključeno da se prije ovih izbora u Srbiji koji počinju za mjesec dana dogodi još koje protjerivanje.
Evo sada čitam da srpska vlast intenzivno napada britansku tajnu obavještajnu službu MI6 da stoje iza prosvjeda njihovih poljoprivrednika - kaže Prodan.
Dugogodišnji hrvatski veleposlanik Hrvatske u Čileu, kraljevinama Nizozemskoj i Španjolskoj Frane Krnić nam govori da zemlja koja otkazuje stranom diplomatu gostoprimstvo ne mora ni dati objašnjenje za taj svoj postupak drugoj zemlji.
Visoki hrvatski diplomatski izvor koji još uvijek radi u službi smatra da je Hrvatska primjereno odgovorila i da je ovo protjerivanje Šnajdera isključivo priča za srpske domaće potrebe pred predstojeće izbore.

- Srbija je ionako poprilično izolirana i ovi potezi toliko ne štete sadašnjoj vlasti, ali ako misle postati članica Europske unije u doglednoj budućnosti ovakvih poteza se trebaju kaniti. To što su napravili Srbi, sada rade samo Rusi sa stranim diplomatima, čak više ni Kinezi to ne rade.
Naša veleposlanstva nekada jako sporo reagiraju kod uobičajenih situacija kao što je evakuacija hrvatskih građana sa zaraćenih i opasnih prostora (slučaj Izrael) kod uhićenja naših građana (slučaj kapetana Krista Laptala) i mnogih drugih, pa i kriminalaca.
Te prepiske traju danima i nisu se pokazali nešto previše brzi i učinkoviti. A još da špijuniraju, pa to stvarno ne mogu vjerovati.
Da lobiraju možda, da špijuniraju, teško - govore nam mnogi građani koje smo kontaktirali za mišljenje o ovoj situaciji.
