Argumentacija koju Rusija koristi pred svojom javnošću za agresiju na Ukrajinu, kao i početna slabost i nesposobnost zapadne Europe da na tu agresiju odgovori, utjecala je na to da se poveća strah u baltičkim državama, jer bi oni mogli biti sljedeća meta. U Estoniji, Latviji i Litvi živi prilično velik broj pripadnika ruske manjine, ili ruskih govornika, pa bi "njihovu zaštitu" Putin mogao koristiti kao argument. Slično kako i Srbija tobožnju ugroženost Srba u Hrvatskoj, BiH i na Kosovu koristi kao izgovor za agresiju. Cilj bi mogao biti i povezivanje Rusije s enklavom Kalinjingrada, piše Jutarnji.

Međutim, situacija je tu znatno drukčija jer su te tri države članice NATO-a. NATO, koji je sada posramljen jer nije pomogao Ukrajini da se brani, a nadao se i da neće morati u tu državu kako bi je zaštitio od Rusije zato što nije članica, neće imati izbora nego ući u oružani sukob s Rusijom, uza sve katastrofalne posljedice.

Kod Estonaca, Latvijaca i Litvanaca napadi na Ukrajinu vratili su sjećanja na život koji su imali u komunističkom Sovjetskom Savezu. Stoga je i strah razumljiv. Kao što je unutar EU uvijek bila razumljivo njihovo inzistiranje da se nipošto ne dovodi u pitanje NATO, bez obzira na ciljeve da i EU razvije svoje obrambene snage. Naime, ova situacija pokazuje da mali narodi ne mogu svoju sudbinu staviti u ruke političara kakvi su na vlasti u Njemačkoj ili Francuskoj, a da ne govorimo o potrebi da se o njihovoj sudbini odlučuje konsenzusom u Uniji.

Zapad je upozoravao na propagandu Rusije, na rusko širenje lažnih vijesti, ali godinama nije poduzimao ništa da se tome stane na kraj. Tek sada članice Europske unije poduzimaju korake protiv te propagandne mašinerije koja je bez ikakvih smetnji radila u EU. Litva je već zabranila rad TV postaje Russia Today, a to su najavile i druge zemlje EU i NATO-a.

Baltičke države prve su zatražile da NATO pokrene članak 4 Washingtonskog ugovora. To nije isto što i članak 5 o kolektivnoj obrani prema kojem je napad na jednu članicu napad na sve članice. Ali je korak do toga. NATO je već aktivirao obrambeni plan i povećava nazočnost na svome istočnom krilu.

Važno je što Amerikanci, uz nazočnost u NATO-ovim vojnim skupinama, imaju i svoje odvojene trupe u nekima od tih država. To je dobro jer one mogu djelovati i izvan NATO-ovih struktura zapovijedanja. Jer, NATO sa 30 članica uvijek može imati neku "krticu" koja bi mogla raditi i za Ruse. A, s druge strane, Amerikanci ne moraju u slučaju hitne potrebe čekati postizanje konsenzusa u Vijeću NATO-a.

Američka nazočnost u Europi, s blizu 80 tisuća vojnika (od kojih polovica na tlu Njemačke) sada je ključna. Amerikanci su u Europu poslali borbene jedinice, Apache helikoptere, ratne zrakoplove. Aktivirale su se i britanske snage.

Glavni tajnik NATO-a Jens Stoltenberg u prošla je tri dana barem dvadeset puta ponovio kako se Putin ne smije zavaravati i podcijeniti odlučnost NATO-a da brani svaki pedalj tla NATO-ovih članica. NATO je možda napravio pogrešku što je javno govorio kako neće braniti Ukrajinu, a državama članicama prepustio da same bilateralno pomognu vojnom opremom Ukrajini. No sada NATO ozbiljno shvaća opasnost od Rusije i zato su najveće snage već spremne reagirati u slučaju napada na bilo koju članicu.

- Bitka za Ukrajinu je bitka za Europu. Ako Putin ne bude zaustavljen tamo, ići će dalje - upozorio je nedavno na konferenciji za novinare litvanski ministar vanjskih poslova Gabrielius Landsbergis.

- Rusija uvijek uzima u obzir vojnu moć, ali i odlučnost država da se bore. Kada vide slabost, to iskoriste - upozorio je Janis Garisons, državni tajnik za obranu Litve.

Razlog za strah u baltičkim državama jesu i česte izjave ruskoga predsjednika Vladimira Putina da je raspad Sovjetskog Saveza bila "katastrofa", tj. da bi mogao pokušati vratiti one dijelove koji su bili u toj državi. Taj je strah opravdan iako Putin nikada nije rekao da ima ambicije prema baltičkim državama. Štoviše, i napad na Ukrajinu pravda strahom da bi ta država mogla ući u NATO.

No razloga za strah, uz baltičke države, imaju i Finska i Švedska, tradicionalno vojno neutralne države koje nisu članice NATO-a. Nije bilo slučajno da je glasnogovornica ministarstva vanjskih poslova Rusije, na vjerojatno naručeno pitanje, upozorila upravo te dvije zemlje da bi mogle imati posljedice odluče li ući u NATO.

Formalno, NATO sada ne bi imao dužnost braniti te dvije države u slučaju napada. Ali te su dvije države prošlih dana pozvane na sve NATO-ove sastanke. Ova kriza probudila ih je iz dugog sna i povećala potporu u njima za članstvom u NATO-u. Naime, NATO bi ih trebao braniti samo ako se učlane.

Argumentacija koju Rusija koristi pred svojom javnošću za agresiju na Ukrajinu, kao i početna slabost i nesposobnost zapadne Europe da na tu agresiju odgovori, utjecala je na to da se poveća strah u baltičkim državama, jer bi oni mogli biti sljedeća meta. U Estoniji, Latviji i Litvi živi prilično velik broj pripadnika ruske manjine, ili ruskih govornika, pa bi "njihovu zaštitu" Putin mogao koristiti kao argument. Slično kako i Srbija tobožnju ugroženost Srba u Hrvatskoj, BiH i na Kosovu koristi kao izgovor za agresiju. Cilj bi mogao biti i povezivanje Rusije s enklavom Kalinjingrada, piše Jutarnji.

Međutim, situacija je tu znatno drukčija jer su te tri države članice NATO-a. NATO, koji je sada posramljen jer nije pomogao Ukrajini da se brani, a nadao se i da neće morati u tu državu kako bi je zaštitio od Rusije zato što nije članica, neće imati izbora nego ući u oružani sukob s Rusijom, uza sve katastrofalne posljedice.

Kod Estonaca, Latvijaca i Litvanaca napadi na Ukrajinu vratili su sjećanja na život koji su imali u komunističkom Sovjetskom Savezu. Stoga je i strah razumljiv. Kao što je unutar EU uvijek bila razumljivo njihovo inzistiranje da se nipošto ne dovodi u pitanje NATO, bez obzira na ciljeve da i EU razvije svoje obrambene snage. Naime, ova situacija pokazuje da mali narodi ne mogu svoju sudbinu staviti u ruke političara kakvi su na vlasti u Njemačkoj ili Francuskoj, a da ne govorimo o potrebi da se o njihovoj sudbini odlučuje konsenzusom u Uniji.

Zapad je upozoravao na propagandu Rusije, na rusko širenje lažnih vijesti, ali godinama nije poduzimao ništa da se tome stane na kraj. Tek sada članice Europske unije poduzimaju korake protiv te propagandne mašinerije koja je bez ikakvih smetnji radila u EU. Litva je već zabranila rad TV postaje Russia Today, a to su najavile i druge zemlje EU i NATO-a.

Baltičke države prve su zatražile da NATO pokrene članak 4 Washingtonskog ugovora. To nije isto što i članak 5 o kolektivnoj obrani prema kojem je napad na jednu članicu napad na sve članice. Ali je korak do toga. NATO je već aktivirao obrambeni plan i povećava nazočnost na svome istočnom krilu.

Važno je što Amerikanci, uz nazočnost u NATO-ovim vojnim skupinama, imaju i svoje odvojene trupe u nekima od tih država. To je dobro jer one mogu djelovati i izvan NATO-ovih struktura zapovijedanja. Jer, NATO sa 30 članica uvijek može imati neku "krticu" koja bi mogla raditi i za Ruse. A, s druge strane, Amerikanci ne moraju u slučaju hitne potrebe čekati postizanje konsenzusa u Vijeću NATO-a.

Američka nazočnost u Europi, s blizu 80 tisuća vojnika (od kojih polovica na tlu Njemačke) sada je ključna. Amerikanci su u Europu poslali borbene jedinice, Apache helikoptere, ratne zrakoplove. Aktivirale su se i britanske snage.

Glavni tajnik NATO-a Jens Stoltenberg u prošla je tri dana barem dvadeset puta ponovio kako se Putin ne smije zavaravati i podcijeniti odlučnost NATO-a da brani svaki pedalj tla NATO-ovih članica. NATO je možda napravio pogrešku što je javno govorio kako neće braniti Ukrajinu, a državama članicama prepustio da same bilateralno pomognu vojnom opremom Ukrajini. No sada NATO ozbiljno shvaća opasnost od Rusije i zato su najveće snage već spremne reagirati u slučaju napada na bilo koju članicu.

- Bitka za Ukrajinu je bitka za Europu. Ako Putin ne bude zaustavljen tamo, ići će dalje - upozorio je nedavno na konferenciji za novinare litvanski ministar vanjskih poslova Gabrielius Landsbergis.

- Rusija uvijek uzima u obzir vojnu moć, ali i odlučnost država da se bore. Kada vide slabost, to iskoriste - upozorio je Janis Garisons, državni tajnik za obranu Litve.

Razlog za strah u baltičkim državama jesu i česte izjave ruskoga predsjednika Vladimira Putina da je raspad Sovjetskog Saveza bila "katastrofa", tj. da bi mogao pokušati vratiti one dijelove koji su bili u toj državi. Taj je strah opravdan iako Putin nikada nije rekao da ima ambicije prema baltičkim državama. Štoviše, i napad na Ukrajinu pravda strahom da bi ta država mogla ući u NATO.

No razloga za strah, uz baltičke države, imaju i Finska i Švedska, tradicionalno vojno neutralne države koje nisu članice NATO-a. Nije bilo slučajno da je glasnogovornica ministarstva vanjskih poslova Rusije, na vjerojatno naručeno pitanje, upozorila upravo te dvije zemlje da bi mogle imati posljedice odluče li ući u NATO.

Formalno, NATO sada ne bi imao dužnost braniti te dvije države u slučaju napada. Ali te su dvije države prošlih dana pozvane na sve NATO-ove sastanke. Ova kriza probudila ih je iz dugog sna i povećala potporu u njima za članstvom u NATO-u. Naime, NATO bi ih trebao braniti samo ako se učlane.

Imaju razloga za strah: hoće li Putin uskoro baciti oko na svoju enklavu okruženu NATO članicama?

Argumentacija koju Rusija koristi pred svojom javnošću za agresiju na Ukrajinu, kao i početna slabost i nesposobnost zapadne Europe da na tu agresiju odgovori, utjecala je na to da se poveća strah u baltičkim državama, jer bi oni mogli biti sljedeća meta. U Estoniji, Latviji i Litvi živi prilično velik broj pripadnika ruske manjine, ili ruskih govornika, pa bi "njihovu zaštitu" Putin mogao koristiti kao argument.
