Prošli mjesec ispod radara je prošao krvavi granični sukob između Kirgistana i Tadžikistana, bivših zemalja unutar Sovjetskog Saveza, koji je, prema pisanju New York Timesa, bio najgori u posljednjih trideset godina. A to je jasan pokazatelj da Rusija, ometena ratom u Ukrajini, gubi nadzor nad područjem nekadašnjeg sovjetskog carstva gdje je gospodarila kao velesila i jamac mira, piše Jutarnji.

Sukob Kirgistana i Tadžikistana, neovisnih od 1991. raspadom Sovjetskog Saveza, tinja od lani, a eskalirao je u rujnu 2022. godine. Obje zemlje optužuju jedna drugu za sukob, a obračun je eskalirao, piše New York Times, između poljoprivrednika oko zemlje, vode i krijumčarene robe. Da stvar bude još izopačenija, obje su zemlje članice vojnog saveza predvođenog Rusijom. Rusija, osim toga, ima vojnu prisutnost u obje zemlje, svoju najveća stranu vojnu bazu u Tadžikistanu i manju zračnu bazu u Kirgistanu.

‘Nisu učinili ništa‘

"Rusija je sve ovo mogla zaustaviti u sekundi. Ali ništa nije učinila. Zašto se dopustilo da se ovo dogodi?" rekao je za New York Times Zaynaddin Dubanaev, 75-godišnji učitelj ruskog jezika u izgorjeloj školi u Ak-Saiju, kirgiškom selu pokraj ograđenog dijela tadžikistanskog teritorija.

Putin se dugo hvalio da je njegov sigurnosni savez, kao ruski pandan NATO-u, dominantan u tim dijelovima, ali i drugim dijelovima bivšeg Sovjetskog Saveza. No sad taj blok jedva funkcionira. Pet od šest članica Putinova saveza - Armenija, Bjelorusija, Rusija, Tadžikistan i Kirgistan - sudjelovalo je u ratovima ove godine, dok je šesta, Kazahstan, doživjela nasilne unutarnje sukobe.

U rujnu su tadžikistanske snage tenkovima, oklopnim vozilima i minobacačima ušle u jedno kirgistansko selo i granatirale zračnu luku kirgiškog grada Batken i susjedna područja.

Sukob dvije zemlje je, prema kirgistanskim informacijama, dosad ubio desetke civila i protjerao više od 140.000 ljudi iz svojih domova. Također je mnoge lokalne stanovnike i dužnosnike u Biškeku, glavnom gradu Kirgistana, natjeralo da se zapitaju zašto Moskva - koja se dugo smatrala pažljivim čuvarom stabilnosti na rubovima bivšeg sovjetskog carstva - jedva mrdnula prstom da im pomogne.

Kina preuzima vodstvo

Kina se sad nameće na tom prostoru pokušavajući popuniti vakuum. Sjedinjene Države također vide otvor, prisiljavajući Kirgistan da potpiše novi bilateralni sporazum o suradnji.

"Do Ukrajine, Kina i Rusija nisu bile zainteresirane za otvoreno natjecanje u središnjoj Aziji", rekla je Asel Doolotkeldieva, viša predavačica na Akademiji OESS-a u Biškeku, centru za poslijediplomske studije usmjerene na sigurnosna pitanja. "Postojala je prešutna podjela rada: sigurnost za Rusiju, ekonomija za Kinu. Ali Rusija više ne radi svoj posao. Pokazala je da nije u stanju ili ne želi zaštititi regiju".

"Vladimir Putin više nije veliki nepobjedivi vođa kojeg svi žele upoznati", rekao je Emil Dzhuraev, istraživač iz Bishkeka iz istraživačke grupe Crossroads Central Asia. "Izgubio je auru".

Nasuprot tome, Xi Jinping postao je asertivniji. Tijekom prošlomjesečnog posjeta Kazahstanu, obećao je "odlučno podržati Kazahstan u obrani njegove neovisnosti, suvereniteta i teritorijalnog integriteta", što je opaska koja se naširoko tumači kao upozorenje Moskvi da ništa ne pokušava.

S druge strane, Putin je prema svemu sudeći stao na stranu Tadžikistana - umjesto da bude nepristran sudac između dva člana svog vojnog saveza. To je i nedavno potvrđeno kad je Kremlj objavio da veteranu tadžikistanskog diktatora, Emomaliju Rahmonu, daje prestižnu državnu nagradu za njegov doprinos "regionalnoj stabilnosti i sigurnosti".

Ministarstvo vanjskih poslova Kirgistana priopćilo je kako je dodjela, koju je Moskva najavila "dok se krv nevinih žrtava još nije ohladila na tlu Kirgistana", izazvala "čuđenje".

A to je jasan pokazatelj da Rusija, ometena ratom u Ukrajini, gubi nadzor nad područjem nekadašnjeg sovjetskog carstva gdje je gospodarila kao velesila i jamac mira, piše Jutarnji.

Sukob Kirgistana i Tadžikistana, neovisnih od 1991. raspadom Sovjetskog Saveza, tinja od lani, a eskalirao je u rujnu 2022. godine. Obje zemlje optužuju jedna drugu za sukob, a obračun je eskalirao, piše New York Times, između poljoprivrednika oko zemlje, vode i krijumčarene robe. Da stvar bude još izopačenija, obje su zemlje članice vojnog saveza predvođenog Rusijom. Rusija, osim toga, ima vojnu prisutnost u obje zemlje, svoju najveća stranu vojnu bazu u Tadžikistanu i manju zračnu bazu u Kirgistanu.

‘Nisu učinili ništa‘

"Rusija je sve ovo mogla zaustaviti u sekundi. Ali ništa nije učinila. Zašto se dopustilo da se ovo dogodi?" rekao je za New York Times Zaynaddin Dubanaev, 75-godišnji učitelj ruskog jezika u izgorjeloj školi u Ak-Saiju, kirgiškom selu pokraj ograđenog dijela tadžikistanskog teritorija.

Putin se dugo hvalio da je njegov sigurnosni savez, kao ruski pandan NATO-u, dominantan u tim dijelovima, ali i drugim dijelovima bivšeg Sovjetskog Saveza. No sad taj blok jedva funkcionira. Pet od šest članica Putinova saveza - Armenija, Bjelorusija, Rusija, Tadžikistan i Kirgistan - sudjelovalo je u ratovima ove godine, dok je šesta, Kazahstan, doživjela nasilne unutarnje sukobe.

U rujnu su tadžikistanske snage tenkovima, oklopnim vozilima i minobacačima ušle u jedno kirgistansko selo i granatirale zračnu luku kirgiškog grada Batken i susjedna područja.

Sukob dvije zemlje je, prema kirgistanskim informacijama, dosad ubio desetke civila i protjerao više od 140.000 ljudi iz svojih domova. Također je mnoge lokalne stanovnike i dužnosnike u Biškeku, glavnom gradu Kirgistana, natjeralo da se zapitaju zašto Moskva - koja se dugo smatrala pažljivim čuvarom stabilnosti na rubovima bivšeg sovjetskog carstva - jedva mrdnula prstom da im pomogne.

Kina preuzima vodstvo

Kina se sad nameće na tom prostoru pokušavajući popuniti vakuum. Sjedinjene Države također vide otvor, prisiljavajući Kirgistan da potpiše novi bilateralni sporazum o suradnji.

"Do Ukrajine, Kina i Rusija nisu bile zainteresirane za otvoreno natjecanje u središnjoj Aziji", rekla je Asel Doolotkeldieva, viša predavačica na Akademiji OESS-a u Biškeku, centru za poslijediplomske studije usmjerene na sigurnosna pitanja. "Postojala je prešutna podjela rada: sigurnost za Rusiju, ekonomija za Kinu. Ali Rusija više ne radi svoj posao. Pokazala je da nije u stanju ili ne želi zaštititi regiju".

"Vladimir Putin više nije veliki nepobjedivi vođa kojeg svi žele upoznati", rekao je Emil Dzhuraev, istraživač iz Bishkeka iz istraživačke grupe Crossroads Central Asia. "Izgubio je auru".

Nasuprot tome, Xi Jinping postao je asertivniji. Tijekom prošlomjesečnog posjeta Kazahstanu, obećao je "odlučno podržati Kazahstan u obrani njegove neovisnosti, suvereniteta i teritorijalnog integriteta", što je opaska koja se naširoko tumači kao upozorenje Moskvi da ništa ne pokušava.

S druge strane, Putin je prema svemu sudeći stao na stranu Tadžikistana - umjesto da bude nepristran sudac između dva člana svog vojnog saveza. To je i nedavno potvrđeno kad je Kremlj objavio da veteranu tadžikistanskog diktatora, Emomaliju Rahmonu, daje prestižnu državnu nagradu za njegov doprinos "regionalnoj stabilnosti i sigurnosti".

Ministarstvo vanjskih poslova Kirgistana priopćilo je kako je dodjela, koju je Moskva najavila "dok se krv nevinih žrtava još nije ohladila na tlu Kirgistana", izazvala "čuđenje".

Prošli mjesec ispod radara je prošao krvavi granični sukob između Kirgistana i Tadžikistana, bivših zemalja unutar Sovjetskog Saveza, koji je, prema pisanju New York Timesa, bio najgori u posljednjih trideset godina.
