Dok su sve oči uperene u pokolj u Ukrajini, glavni azijski saveznik Washingtona tiho ojačava svoje sigurnosne veze s prijateljima, prenosi Menafn.

Deklarativno pacifistički Japan 6. svibnja je najavio iznenadni Sporazum o obrani s Ujedinjenim Kraljevstvom, nakon što je sličan sporazum potpisao u siječnju s Australijom. Tokio ne miruje ni u jugoistočnoj Aziji. Potpisao je Sporazum o obrani s Tajlandom 2. svibnja.

Očigledna je urgentnost kakve prije nije bilo.

- Ukrajina bi sutra mogla biti istočna Azija. Ruska agresija nije pitanje samo za Europu. U pitanju je međunarodni poredak koji obuhvaća Indo-Pacifik -  upozorio je japanski premijer Fumio Kishida prošlog tjedna u Londonu. 

S obzirom na to, "Japan je mnogo angažiraniji u smislu sigurnosti nego što sam ikad vidio", rekao je Dan Sneider, koji predaje o istočnoj Aziji na kalifornijskom Sveučilištu Stanford.

Napominjući da su se Japan, Singapur i Južna Koreja pridružili konferenciji pod vodstvom SAD-a za opskrbu Ukrajine oružjem, Sneider je dodao: "Gotovo da je u tijeku proces pridruživanja NATO-u. Puno je više angažmana s Indo-Pacifikom".

Japan proširuje svoj doseg​

Premijeri Kishida i Boris Johnson najavili su 6. svibnja u Londonu početak pregovora o sporazumu koji bi, prema japanskoj vladi, "poboljšao političke, pravne i administrativne procedure za zajedničke operacije, vježbe i aktivnosti".

Obje bivše kontinentalne, američke savezničke srednje sile pojačavaju svoje ekspedicijske sposobnosti. Velika Britanija ima dva nova nosača F-35, od kojih je jedan već obišao Aziju i Pacifik, a Japan sada dva broda pretvara u nosače. A postoje i druge sličnosti.

"Japan i Velika Britanija su globalni strateški partneri koji dijele temeljne vrijednosti... i jedni drugima su najbliži sigurnosni partneri u svojim regijama. Obje zemlje žele dodatno ojačati suradnju u pravcu ostvarivanja 'slobodnog i otvorenog Indo-Pacifika'... posebno poboljšanjem interoperabilnosti", priopćio je Tokio.

Sporazum o recipročnom pristupu svoju je terminologiju posudio iz sporazuma koji je Tokio potpisao s još jednim partnerom Anglosfere na vrlo različitom zemljopisnom području – Australijom – u siječnju ove godine.

Prije toga, prošlog rujna, u smjeru zapad-jug Canberra, London i Washington potpisali su sporazum AUKUS koji, između ostalog, ima za cilj opskrbu Canberre podmornicama na nuklearni pogon.

Postrojbe Japanske kopnene samoobrambene amfibijske brigade za brzo raspoređivanje, prve japanske marinske postrojbe od Drugog svjetskog rata, okupile su se na ceremoniji aktiviranja brigade u kampu Ainoura u Sasebu, na otoku Kyushu. 

Ima još. Kishidin dogovor s Tajlandom od 2. svibnja omogućio je transfer obrambene opreme i tehnologije te moguće japansko ulaganje u tajlandski obrambeni sektor.

Tome prethode i slični japanski aranžmani s Malezijom, Indonezijom, Filipinima i Vijetnamom. Čak i tako, postoji nejasnoća oko obrambenih ambicija Tokija u ASEAN-u – koji je interno u sukobu oko spornih teritorija u Južnom kineskom moru i njegovog odgovora na sve veću prisutnost Kine.

"Nejasno mi je", priznao je savjetnik za sigurnost sa sjedištem u Singapuru Alex Neill​. "Nešto se odnosi na pristup luci, mogućnost nadopunjavanja i tako dalje, ali možda ima za cilj dodati malo kisika obrambenoj industrijskoj bazi Japana, što predstavlja mali djelić japanske ekonomije". 

Japan gomila diplomatsku i vojnu silu otkako je tadašnji premijer Shinzo Abe govorio o predanosti Japana sigurnosti Indo-Pacifika 2014. Nedavno su Abe i drugi desničari pozvali Tokio da zauzme stav o obrani Tajvana.

Japan je pomorski igrač s impresivnim razaračem, podmornicom i protupodmorničkim Aegisom, koji pretvara jurišne brodove u nosače zrakoplova.

Sve se više približila svom ključnom savezniku Washingtonu, koji je sve dublje uvučen u regiju jer se upušta u vojno, gospodarsko, diplomatsko i tehnološko natjecanje s Pekingom. 

Sigurnost Japana, koji ima teritorijalne sporove i s Kinom i s Rusijom, osigurana je njegovim sporazumom o međusobnoj obrani sa SAD-om - ugovorom koji uvelike nadmašuje sve druge sporazume. 

Ali i Japan ima koristi od Washingtona.

Washingtonov azijski saveznik

Dok SAD vodi proxy rat s Rusijom u Ukrajini, njezine sigurnosne interese u Aziji okrenute Kini služi japanska proxy diplomacija.

- Japanci ne forsiraju sigurnosna pitanja i teške odluke, oni su malo suptilniji. Amerikanci su 'teške ruke'. Lakše je naprijed gurnuti Japance i pokušati dovesti ove zemlje u šire usklađivanje s indo-pacifičkom strukturom Bidenove administracije - smatra Sneider.

U međuvremenu, Južna Koreja ima novog konzervativnog vođu koji želi resetirati odnose s dugogodišnjim 'bete noire' Japanom.

To podiže izglede za američki anti-kineski lobi trilateralnog prijateljstva u istočnoj Aziji, umjesto dva odvojena bilateralna saveza sa zavađenim saveznicima.

- Ako se u Koreji smanji nacionalistički osjećaj prema ratnim zločinima Japana, to će uvelike ići u prilog Japanu i bit će prilika za oživljavanje trilateralnih odnosa - rekao je Neill.

Ipak, istočnoj Aziji i dalje nedostaje ona vrsta sigurnosne arhitekture u stilu NATO-a kakvu SAD koristi protiv Rusije.

Ali regionalni savezi pod vodstvom SAD-a koji su se pojavili 2017. godine – Quad i AUKUS – u kombinaciji s japanskom sve većom mrežom sporazuma i vjerojatnošću suradnje Seula i Tokija, predstavljaju pojačan otpor Kini.

- Radi se o homogeniziranju dogovora s mornaricama istomišljenika i međupovezanosti - rekao je Neill.

Nedostatak je dodavanje novog praha u kutije za kresivo u regiji.

- Fokus na ekskluzivne mehanizme namijenjene oblikovanju natjecanja velikih sila, a ne sprječavanju toga, odražava mračnu stvarnost regije u kojoj je rat ponovno u području zamislivog - upozorava se u ovogodišnjem australskom izvješću o azijskim sigurnosnim arhitekturama, piše Menafn.

Dok su sve oči uperene u pokolj u Ukrajini, glavni azijski saveznik Washingtona tiho ojačava svoje sigurnosne veze s prijateljima, prenosi Menafn.

Deklarativno pacifistički Japan 6. svibnja je najavio iznenadni Sporazum o obrani s Ujedinjenim Kraljevstvom, nakon što je sličan sporazum potpisao u siječnju s Australijom. Tokio ne miruje ni u jugoistočnoj Aziji. Potpisao je Sporazum o obrani s Tajlandom 2. svibnja.

Očigledna je urgentnost kakve prije nije bilo.

- Ukrajina bi sutra mogla biti istočna Azija. Ruska agresija nije pitanje samo za Europu. U pitanju je međunarodni poredak koji obuhvaća Indo-Pacifik -  upozorio je japanski premijer Fumio Kishida prošlog tjedna u Londonu. 

S obzirom na to, "Japan je mnogo angažiraniji u smislu sigurnosti nego što sam ikad vidio", rekao je Dan Sneider, koji predaje o istočnoj Aziji na kalifornijskom Sveučilištu Stanford.

Napominjući da su se Japan, Singapur i Južna Koreja pridružili konferenciji pod vodstvom SAD-a za opskrbu Ukrajine oružjem, Sneider je dodao: "Gotovo da je u tijeku proces pridruživanja NATO-u. Puno je više angažmana s Indo-Pacifikom".

Japan proširuje svoj doseg​

Premijeri Kishida i Boris Johnson najavili su 6. svibnja u Londonu početak pregovora o sporazumu koji bi, prema japanskoj vladi, "poboljšao političke, pravne i administrativne procedure za zajedničke operacije, vježbe i aktivnosti".

Obje bivše kontinentalne, američke savezničke srednje sile pojačavaju svoje ekspedicijske sposobnosti. Velika Britanija ima dva nova nosača F-35, od kojih je jedan već obišao Aziju i Pacifik, a Japan sada dva broda pretvara u nosače. A postoje i druge sličnosti.

"Japan i Velika Britanija su globalni strateški partneri koji dijele temeljne vrijednosti... i jedni drugima su najbliži sigurnosni partneri u svojim regijama. Obje zemlje žele dodatno ojačati suradnju u pravcu ostvarivanja 'slobodnog i otvorenog Indo-Pacifika'... posebno poboljšanjem interoperabilnosti", priopćio je Tokio.

Sporazum o recipročnom pristupu svoju je terminologiju posudio iz sporazuma koji je Tokio potpisao s još jednim partnerom Anglosfere na vrlo različitom zemljopisnom području – Australijom – u siječnju ove godine.

Prije toga, prošlog rujna, u smjeru zapad-jug Canberra, London i Washington potpisali su sporazum AUKUS koji, između ostalog, ima za cilj opskrbu Canberre podmornicama na nuklearni pogon.

Postrojbe Japanske kopnene samoobrambene amfibijske brigade za brzo raspoređivanje, prve japanske marinske postrojbe od Drugog svjetskog rata, okupile su se na ceremoniji aktiviranja brigade u kampu Ainoura u Sasebu, na otoku Kyushu. 

Ima još. Kishidin dogovor s Tajlandom od 2. svibnja omogućio je transfer obrambene opreme i tehnologije te moguće japansko ulaganje u tajlandski obrambeni sektor.

Tome prethode i slični japanski aranžmani s Malezijom, Indonezijom, Filipinima i Vijetnamom. Čak i tako, postoji nejasnoća oko obrambenih ambicija Tokija u ASEAN-u – koji je interno u sukobu oko spornih teritorija u Južnom kineskom moru i njegovog odgovora na sve veću prisutnost Kine.

"Nejasno mi je", priznao je savjetnik za sigurnost sa sjedištem u Singapuru Alex Neill​. "Nešto se odnosi na pristup luci, mogućnost nadopunjavanja i tako dalje, ali možda ima za cilj dodati malo kisika obrambenoj industrijskoj bazi Japana, što predstavlja mali djelić japanske ekonomije". 

Japan gomila diplomatsku i vojnu silu otkako je tadašnji premijer Shinzo Abe govorio o predanosti Japana sigurnosti Indo-Pacifika 2014. Nedavno su Abe i drugi desničari pozvali Tokio da zauzme stav o obrani Tajvana.

Japan je pomorski igrač s impresivnim razaračem, podmornicom i protupodmorničkim Aegisom, koji pretvara jurišne brodove u nosače zrakoplova.

Sve se više približila svom ključnom savezniku Washingtonu, koji je sve dublje uvučen u regiju jer se upušta u vojno, gospodarsko, diplomatsko i tehnološko natjecanje s Pekingom. 

Sigurnost Japana, koji ima teritorijalne sporove i s Kinom i s Rusijom, osigurana je njegovim sporazumom o međusobnoj obrani sa SAD-om - ugovorom koji uvelike nadmašuje sve druge sporazume. 

Ali i Japan ima koristi od Washingtona.

Washingtonov azijski saveznik

Dok SAD vodi proxy rat s Rusijom u Ukrajini, njezine sigurnosne interese u Aziji okrenute Kini služi japanska proxy diplomacija.

- Japanci ne forsiraju sigurnosna pitanja i teške odluke, oni su malo suptilniji. Amerikanci su 'teške ruke'. Lakše je naprijed gurnuti Japance i pokušati dovesti ove zemlje u šire usklađivanje s indo-pacifičkom strukturom Bidenove administracije - smatra Sneider.

U međuvremenu, Južna Koreja ima novog konzervativnog vođu koji želi resetirati odnose s dugogodišnjim 'bete noire' Japanom.

To podiže izglede za američki anti-kineski lobi trilateralnog prijateljstva u istočnoj Aziji, umjesto dva odvojena bilateralna saveza sa zavađenim saveznicima.

- Ako se u Koreji smanji nacionalistički osjećaj prema ratnim zločinima Japana, to će uvelike ići u prilog Japanu i bit će prilika za oživljavanje trilateralnih odnosa - rekao je Neill.

Ipak, istočnoj Aziji i dalje nedostaje ona vrsta sigurnosne arhitekture u stilu NATO-a kakvu SAD koristi protiv Rusije.

Ali regionalni savezi pod vodstvom SAD-a koji su se pojavili 2017. godine – Quad i AUKUS – u kombinaciji s japanskom sve većom mrežom sporazuma i vjerojatnošću suradnje Seula i Tokija, predstavljaju pojačan otpor Kini.

- Radi se o homogeniziranju dogovora s mornaricama istomišljenika i međupovezanosti - rekao je Neill.

Nedostatak je dodavanje novog praha u kutije za kresivo u regiji.

- Fokus na ekskluzivne mehanizme namijenjene oblikovanju natjecanja velikih sila, a ne sprječavanju toga, odražava mračnu stvarnost regije u kojoj je rat ponovno u području zamislivog - upozorava se u ovogodišnjem australskom izvješću o azijskim sigurnosnim arhitekturama, piše Menafn.
