Hoće li zadarski gradonačelnik zbog nove porezne reforme premijera Andreja Plenkovića, kojom će proračun Grada Zadra ostati bez 6,5 milijuna eura, predložiti nove porezne namete ili će gradska uprava morati raditi bez tih sredstava u blagajni upitali smo Branka Dukića. Podsjetimo kako se novom poreznom reformom ukida prirez koji je u Zadru iznosio 12 posto, ali se isto tako i povećava oporezivi dio plaće s 531 euro na 560 eura.
- Porezna reforma koju je pripremila Vlada RH donosi puno širi paket mjera potpora građanima nego što je to ukidanje prireza kao jedne od stavki prihoda lokalne uprave. Cilj najavljene porezne reforme je porezno rasterećenje najugroženijih i rast neto plaća građana, smanjenje nejednakosti i povećanje fiskalne autonomije gradova. Vlada vodi računa o građanima i to treba pozdravit, pogotovo sada kad dolazi u vrijeme općeg porasta cijena i inflacije u čitavoj Europi.
Naravno, ovom reformom ostavlja se mogućnost jedinicama lokalne samouprave da samostalno odlučuju o lokalnim porezima kao što su paušali na turistički smještaj, porez na kuće za odmor ili pak različite stope poreza na prihod. Sve te stavke u Gradu Zadru i do sada su bile daleko od zakonski definiranog maksimuma, kazao je gradonačelnik dodajući kako prema izračunu, ukidanje prireza gradskom proračunu donosi manjak od 6,5 milijuna eura što čini 15 posto ukupnih izvornih gradskih prihoda.
- Sredstva prikupljena od prireza do sada su se ulagala za provedbu niza programa gradnje i održavanja komunalne infrastrukture, ali i niza programa s područja odgoja i obrazovanja, socijalne skrbi…
U novim uvjetima svakako će trebati prije svega postići konsenzus u Gradskom vijeću ili makar dogovor najvećeg mogućeg dijela svih političkih opcija kako i kojem iznosu nadoknaditi dio od tih 6,5 milijuna eura, ili pak smanjiti za toliko rashode. Dakle, nužno je definirati prioritete, osigurati sredstva za započete ili planirane investicije te održati dosegnutu razinu komunalnih standarda, standarda u odgoju i školstvu, socijalnoj skrbi.
U svakom slučaju, ova porezna reforma treba donijeti viši osobni standard građanima, a na lokalnoj samoupravi je obveza ne smanjivati javni standard. Ne isključujem mogućnost povećanja nekih od lokalnih davanja, ali ako do njih i dođe neće se zadirati u primanja socijalno osjetljivih skupina i svakako neće poništiti učinke ove reforme na nacionalnoj razini nego će biti umjerena kako bi se sačuvala održivost proračuna, zaključuje Dukić.

Hoće li zadarski gradonačelnik zbog nove porezne reforme premijera Andreja Plenkovića, kojom će proračun Grada Zadra ostati bez 6,5 milijuna eura, predložiti nove porezne namete ili će gradska uprava morati raditi bez tih sredstava u blagajni upitali smo Branka Dukića. Podsjetimo kako se novom poreznom reformom ukida prirez koji je u Zadru iznosio 12 posto, ali se isto tako i povećava oporezivi dio plaće s 531 euro na 560 eura.
- Porezna reforma koju je pripremila Vlada RH donosi puno širi paket mjera potpora građanima nego što je to ukidanje prireza kao jedne od stavki prihoda lokalne uprave. Cilj najavljene porezne reforme je porezno rasterećenje najugroženijih i rast neto plaća građana, smanjenje nejednakosti i povećanje fiskalne autonomije gradova. Vlada vodi računa o građanima i to treba pozdravit, pogotovo sada kad dolazi u vrijeme općeg porasta cijena i inflacije u čitavoj Europi.
Naravno, ovom reformom ostavlja se mogućnost jedinicama lokalne samouprave da samostalno odlučuju o lokalnim porezima kao što su paušali na turistički smještaj, porez na kuće za odmor ili pak različite stope poreza na prihod. Sve te stavke u Gradu Zadru i do sada su bile daleko od zakonski definiranog maksimuma, kazao je gradonačelnik dodajući kako prema izračunu, ukidanje prireza gradskom proračunu donosi manjak od 6,5 milijuna eura što čini 15 posto ukupnih izvornih gradskih prihoda.
- Sredstva prikupljena od prireza do sada su se ulagala za provedbu niza programa gradnje i održavanja komunalne infrastrukture, ali i niza programa s područja odgoja i obrazovanja, socijalne skrbi…
U novim uvjetima svakako će trebati prije svega postići konsenzus u Gradskom vijeću ili makar dogovor najvećeg mogućeg dijela svih političkih opcija kako i kojem iznosu nadoknaditi dio od tih 6,5 milijuna eura, ili pak smanjiti za toliko rashode. Dakle, nužno je definirati prioritete, osigurati sredstva za započete ili planirane investicije te održati dosegnutu razinu komunalnih standarda, standarda u odgoju i školstvu, socijalnoj skrbi.
U svakom slučaju, ova porezna reforma treba donijeti viši osobni standard građanima, a na lokalnoj samoupravi je obveza ne smanjivati javni standard. Ne isključujem mogućnost povećanja nekih od lokalnih davanja, ali ako do njih i dođe neće se zadirati u primanja socijalno osjetljivih skupina i svakako neće poništiti učinke ove reforme na nacionalnoj razini nego će biti umjerena kako bi se sačuvala održivost proračuna, zaključuje Dukić.
