Oštećeni mul u lučici Foša trebao bi se ove godine konačno obnoviti, a posao bi u zajedničkoj inicijativi trebali obaviti Zadarska županija i Grad Zadar. Razlog za toliko dugo čekanje na obnovi, krije se u podjeli nadležnosti nad tim dijelom obale jer se u Foši isprepliću ingerencije čak triju strana: Županijske lučke uprave, Zadarske županije i Grada Zadra. Zbog toga je do sada spomenuti mul koji prijeti urušavanjem u more, - što su mnogi građani protumačili kao nemar nadležnih – ostao toliko dugo neobnovljen, ali dugogodišnji problem bi se izgleda mogao konačno riješiti.
Krešimir Laštro, pročelnik županijskog Upravnog odjela za pomorsko dobro, more i promet, kaže kako će njegov odjel u koordinaciji s nadležnim službama Grada Zadra ubrzo započeti sanaciju mula kao oštećenog dijela pomorskog dobra.
Sukladno Zakonu o pomorskom dobru i morskim lukama, Zadarska županija mora voditi brigu o izvanrednom upravljanju pomorskim dobrom. U skladu s tim obvezama utvrđenim zakonom planiraju se i sredstva za ovu namjenu u proračunu Zadarske županije koja iznose ukupno 1,3 milijuna kuna. U okviru tih sredstava bit će financirani radovi na sanaciji mula koji će biti koordinirani s Upravnim odjelom za komunalne djelatnosti i zaštitu okoliša Grada Zadra. Mi smo inače zbog pomoći svim koncesionarima u uvjetima koronakrize smanjili naknade koncesija za 50 posto, a iz tih sredstava i financiramo redovito provođenje aktivnosti sanacija – kazao je Laštro istaknuvši uvjerenje kako će spomenuti iznos biti dostatan za sanaciju.
Na njegove se riječi nadovezao i Robertino Dujela, pročelnik spomenutog Gradskog djela za komunalne djelatnosti.
- Kako je Zadarska županija u proračunskoj 2021. godini Planom upravljanja pomorskim dobrom osigurala sredstva jedinicama lokalne samouprave za sanaciju oštećenja pomorskog dobra nastalih uslijed izvanrednih događaja, Grad Zadar će na osnovi tih sredstava, prioritetno, izraditi idejni, glavni i izvedbeni projekt obzirom na trenutno stanje urušenog dijela rive u Foši, ishoditi suglasnost konzervatora i započeti sa radovima sanacije – kazao je Dujela.
Prvi na teren izlaze geodeti, geomehaničari, statičari i projektanti koje će putem javne nabave angažirati Upravni odjel za prostorno uređenje i graditeljstvo. Same radove sanacije izvest će ugovoreni izvođač Upravnog odjela za komunalne djelatnosti i zaštitu okoliša – dodao je Dujela. Pročelnika smo upitali kad se radovi konkretno očekuju?
- Nadamo se, vjerujemo i sigurni smo u okončanje cjelokupne situacije sanacije do početka turističke sezone. Vrijednost zahvata, bez prethodnih istražnih radova i izrade projekta u ovom trenutku ne možemo procijeniti – zaključio je.
U čitavoj situaciji oko mula izostavljena je Županijska lučka uprava u čijoj se nadležnosti nalazi unutrašnji dio lučice Foša, a koja inače u sličnim situacija obnavlja urušene dijelove luka. Zašto u Foši nisu uključeni u sanaciju?
- Taj se mul nalazi na pomorskom dobru u općoj upotrebi za koji je nadležna lokalna samouprava. Zbog toga mi i ne smijemo djelovati na tom području jer nemamo za to nadležnosti. Da imamo, taj bi mul definitivno bio prioritet za sanaciju. Na pomorskom dobru u općoj upotrebi prema Zakonu o pomorskom dobru i morskim lukama postoji redovito i izvanredno održavanje. Redovito održavanje obavlja lokalna samouprava, a kod izvanrednih događaja pomorsko dobro održava županija. Što se tiče vezova u luci Foša, to jest naša nadležnost – objasnio je ravnatelj Županijske lučke uprave Davor Škibola.
Prema prostornom planu, spomenuti mul je u obuhvatu turističke namjene, pa će se sanacija izvesti samo prioritetno jer se njegova buduća funkcija i izgled tek treba odrediti. U svakom slučaju, bilo bi dobro da se obavi što prije jer osim što predstavlja vizualno ruglo u povijesnoj jezgri grada, urušeni mul je i stvarna opasnost za sigurnost ljudi i plovila.

Oštećeni mul u lučici Foša trebao bi se ove godine konačno obnoviti, a posao bi u zajedničkoj inicijativi trebali obaviti Zadarska županija i Grad Zadar. Razlog za toliko dugo čekanje na obnovi, krije se u podjeli nadležnosti nad tim dijelom obale jer se u Foši isprepliću ingerencije čak triju strana: Županijske lučke uprave, Zadarske županije i Grada Zadra. Zbog toga je do sada spomenuti mul koji prijeti urušavanjem u more, - što su mnogi građani protumačili kao nemar nadležnih – ostao toliko dugo neobnovljen, ali dugogodišnji problem bi se izgleda mogao konačno riješiti.
Krešimir Laštro, pročelnik županijskog Upravnog odjela za pomorsko dobro, more i promet, kaže kako će njegov odjel u koordinaciji s nadležnim službama Grada Zadra ubrzo započeti sanaciju mula kao oštećenog dijela pomorskog dobra.
Sukladno Zakonu o pomorskom dobru i morskim lukama, Zadarska županija mora voditi brigu o izvanrednom upravljanju pomorskim dobrom. U skladu s tim obvezama utvrđenim zakonom planiraju se i sredstva za ovu namjenu u proračunu Zadarske županije koja iznose ukupno 1,3 milijuna kuna. U okviru tih sredstava bit će financirani radovi na sanaciji mula koji će biti koordinirani s Upravnim odjelom za komunalne djelatnosti i zaštitu okoliša Grada Zadra. Mi smo inače zbog pomoći svim koncesionarima u uvjetima koronakrize smanjili naknade koncesija za 50 posto, a iz tih sredstava i financiramo redovito provođenje aktivnosti sanacija – kazao je Laštro istaknuvši uvjerenje kako će spomenuti iznos biti dostatan za sanaciju.
Na njegove se riječi nadovezao i Robertino Dujela, pročelnik spomenutog Gradskog djela za komunalne djelatnosti.
- Kako je Zadarska županija u proračunskoj 2021. godini Planom upravljanja pomorskim dobrom osigurala sredstva jedinicama lokalne samouprave za sanaciju oštećenja pomorskog dobra nastalih uslijed izvanrednih događaja, Grad Zadar će na osnovi tih sredstava, prioritetno, izraditi idejni, glavni i izvedbeni projekt obzirom na trenutno stanje urušenog dijela rive u Foši, ishoditi suglasnost konzervatora i započeti sa radovima sanacije – kazao je Dujela.
Prvi na teren izlaze geodeti, geomehaničari, statičari i projektanti koje će putem javne nabave angažirati Upravni odjel za prostorno uređenje i graditeljstvo. Same radove sanacije izvest će ugovoreni izvođač Upravnog odjela za komunalne djelatnosti i zaštitu okoliša – dodao je Dujela. Pročelnika smo upitali kad se radovi konkretno očekuju?
- Nadamo se, vjerujemo i sigurni smo u okončanje cjelokupne situacije sanacije do početka turističke sezone. Vrijednost zahvata, bez prethodnih istražnih radova i izrade projekta u ovom trenutku ne možemo procijeniti – zaključio je.
U čitavoj situaciji oko mula izostavljena je Županijska lučka uprava u čijoj se nadležnosti nalazi unutrašnji dio lučice Foša, a koja inače u sličnim situacija obnavlja urušene dijelove luka. Zašto u Foši nisu uključeni u sanaciju?
- Taj se mul nalazi na pomorskom dobru u općoj upotrebi za koji je nadležna lokalna samouprava. Zbog toga mi i ne smijemo djelovati na tom području jer nemamo za to nadležnosti. Da imamo, taj bi mul definitivno bio prioritet za sanaciju. Na pomorskom dobru u općoj upotrebi prema Zakonu o pomorskom dobru i morskim lukama postoji redovito i izvanredno održavanje. Redovito održavanje obavlja lokalna samouprava, a kod izvanrednih događaja pomorsko dobro održava županija. Što se tiče vezova u luci Foša, to jest naša nadležnost – objasnio je ravnatelj Županijske lučke uprave Davor Škibola.
Prema prostornom planu, spomenuti mul je u obuhvatu turističke namjene, pa će se sanacija izvesti samo prioritetno jer se njegova buduća funkcija i izgled tek treba odrediti. U svakom slučaju, bilo bi dobro da se obavi što prije jer osim što predstavlja vizualno ruglo u povijesnoj jezgri grada, urušeni mul je i stvarna opasnost za sigurnost ljudi i plovila.
Osim valova i vjetra, dotukle ga i nadležnosti...
