Hrvatska udruga bolničkih liječnika (HUBOL) upozorila je u petak na nalaz Državne revizije, koji je pokazao da je sustav primarne zdravstvene zaštite devastiran, nedostaje liječnika, a zdravstvena je skrb sve manje dostupna stanovnicima otoka i ruralnih krajeva.
“Primarna zdravstvena zaštita (PZZ) je devastirana, o kadrovima se sustavno ne vodi briga, nema strategije niti plana, nema nužnih baza podataka da bi se moglo kadrovski upravljati. Specijalizacije unutar PZZ-a neatraktivne su mladim liječnicima zbog radnog opterećenja i besperspektivnosti”, kaže predsjednica HUBOL-a Ivana Šmit, pozivajući se na nalaz Državnog ureda za reviziju o upravljanju ljudskim resursima u PZZ-u i o dostupnosti tog dijela zdravstvene skrbi građanima.
Revizija je pokazala da je broj timova obiteljskih liječnika, ginekologa i pedijatara u PZZ nedovoljan, a građani u ruralnim krajevima i na otocima imaju znatno manju dostupnost zdravstva, što je svim građanima već poznato iz osobnog iskustva.
Osim toga, HUBOL ističe da je čak na razini pojedinih zagrebačkih kvartova zabilježena lošija dostupnost zdravstvene usluge u odnosu na druge kvartove, a svi ti problemi prelijevaju se na bolnički sustav.
"Broj specijalističkih pregleda i dijagnostičkih pretraga je povećan jer se liječnici u PZZ-u, opterećeni prevelikim brojem pacijenata i radom u više ambulanti, nemaju dovoljno vremena baviti svojim pacijentima na kvalitetan način".
Odgovornost Vlade i Ministarstva zdravstva je u tome što nisu donijeli Strateški plan razvoja ljudskih resursa u zdravstvu, nisu uspostavili jedinstvenu evidenciju specijalizacija niti evidenciju organizacija u kojima je moguće specijalizirati te nisu povezali Nacionalni javnozdravstveni informacijski sustav s drugim državnim sustavima, zbog čega su podaci u njemu nepouzdani i neažurirani, kažu u HUBOL-u.
Nakon što je Državna revizija dostupnost primarne zdravstvene zaštite građanima ocijenila djelomično učinkovitom, predložila je niz konkretnih mjera koje moraju provesti nadležna tijela kao šti su Ministarstvo zdravstva, Hrvatski zavod za zdravstveno osiguranje i Hrvatski zavod za javno zdravstvo.
"Prema dosadašnjim iskustvima, nitko neće odgovarati za nedonošenje propisa i planova te neprovođenje mjera", poručio je HUBOL.

Hrvatska udruga bolničkih liječnika (HUBOL) upozorila je u petak na nalaz Državne revizije, koji je pokazao da je sustav primarne zdravstvene zaštite devastiran, nedostaje liječnika, a zdravstvena je skrb sve manje dostupna stanovnicima otoka i ruralnih krajeva.
“Primarna zdravstvena zaštita (PZZ) je devastirana, o kadrovima se sustavno ne vodi briga, nema strategije niti plana, nema nužnih baza podataka da bi se moglo kadrovski upravljati. Specijalizacije unutar PZZ-a neatraktivne su mladim liječnicima zbog radnog opterećenja i besperspektivnosti”, kaže predsjednica HUBOL-a Ivana Šmit, pozivajući se na nalaz Državnog ureda za reviziju o upravljanju ljudskim resursima u PZZ-u i o dostupnosti tog dijela zdravstvene skrbi građanima.
Revizija je pokazala da je broj timova obiteljskih liječnika, ginekologa i pedijatara u PZZ nedovoljan, a građani u ruralnim krajevima i na otocima imaju znatno manju dostupnost zdravstva, što je svim građanima već poznato iz osobnog iskustva.
Osim toga, HUBOL ističe da je čak na razini pojedinih zagrebačkih kvartova zabilježena lošija dostupnost zdravstvene usluge u odnosu na druge kvartove, a svi ti problemi prelijevaju se na bolnički sustav.
"Broj specijalističkih pregleda i dijagnostičkih pretraga je povećan jer se liječnici u PZZ-u, opterećeni prevelikim brojem pacijenata i radom u više ambulanti, nemaju dovoljno vremena baviti svojim pacijentima na kvalitetan način".
Odgovornost Vlade i Ministarstva zdravstva je u tome što nisu donijeli Strateški plan razvoja ljudskih resursa u zdravstvu, nisu uspostavili jedinstvenu evidenciju specijalizacija niti evidenciju organizacija u kojima je moguće specijalizirati te nisu povezali Nacionalni javnozdravstveni informacijski sustav s drugim državnim sustavima, zbog čega su podaci u njemu nepouzdani i neažurirani, kažu u HUBOL-u.
Nakon što je Državna revizija dostupnost primarne zdravstvene zaštite građanima ocijenila djelomično učinkovitom, predložila je niz konkretnih mjera koje moraju provesti nadležna tijela kao šti su Ministarstvo zdravstva, Hrvatski zavod za zdravstveno osiguranje i Hrvatski zavod za javno zdravstvo.
"Prema dosadašnjim iskustvima, nitko neće odgovarati za nedonošenje propisa i planova te neprovođenje mjera", poručio je HUBOL.
